BACKGROUND AND COMMENT
At the Council meeting of January 28, 2002 a correspondence for direction was received
from Kevin Gasken. In it he spoke about the level of ambulance service being provided
to the residents of Clarington.
Council's direction was to request Mr. Rick Armstrong, Director of Emergency Medical
Services for Durham Region, to attend a meeting of Council and advise of the level of
service being provided and the future direction of the service.
Mr. Armstong appeared at the General Purpose and Administration Meeting of March 4,
2002 and advised Council that there were changes coming. The present level of service
consists of one ambulance 24 hours a day and one ambulance just during daytime
hours. This will change to two ambulances, 24 hours per day. Also, these ambulances
would be staffed, after April as I understood it, to an Advance Care Paramedic Level.
Mr. Armstrong was asked about a couple of issues:
. Quick response vehicles
. Blanket exchange with Emergency and Fire Services
rylr. Armstrong advised that the four quick response vehicles would be stationed along
the lakeshore communities and respond with one paramedic. The blanket issue remains
unresolved at this time but will continue to be raised, as will the issue of better
communications between on-site ambulance staff and responding firefighters. These
issued will be raised at the Regional Tiered Response Committee meeting, which I
attend.
I spoke with Mr. Armstrong, outside the meeting, about the idea of decentralization of
ambulances and the possibility of relocating one of the ambulances to better serve the
Municipality. Further discussions may occur on this matter, once a decision is made
related to ambulance decentralization.
