BACKGROUND AND COMMENT Tenders were publicly advertised and invited for the supply and application of approximately 400,000 litres of Non-Asphaltic Road Oil as required by the Department of Public Works. This tender was advertised in the Daily Commerical News, March 27, 1984, and the Canadian Statesman, March 28, 1984. Bids were invited from Canam Oil Services , Breslau; Woodington Systems Inc. , Thorold; Royal Paving, Lindsay; and T.J. Pounder Ltd. , Brampton. A tender was received and tabulated as follows: Bidder Bid Amount Canam Oil Services $75,200.00 Breslau, Ontario Canam Oil Services is an established reputable company which have a proven record with the Town of Newcastle. In view of the above, it was agreed to recommend Canam Oil Services , as tendered. , r Eft i r -2- It is apparent that this is a "sole source" situation involving a purported limited supply of product. The 1984 price is 23% higher than 1983. The substantial increase appears to reflect the lack of competition in the road oil trade. Respectfully submitted, -""p LUJI. Kathryn A. Campbell, C.A., B.
