CAMPBELL, C.A., TREASURER 40 TEMPERANCE STREET TEL.(416) 623-3379 BOWMANVILLE, ONTARIO LiC 3A6 REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF APRIL 2, 1984 REPORT NO. : TR-19-84 SUBJECT: FIVE YEAR CAPITAL FORECAST RECOMMENDATION: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. That the Five Year Capital Forecast be received for information. BACKGROUND AND COMMENT: The Five Year Capital Forecast has been circulated to the Mayor, Members of Council and Staff under separate cover. Committee will note that the 1984 portion is shown in summary only as Council has previously dealt with that matter. The major highlights of the years 1985 to 1988 are detailed below: General Government: The Administration Building has been included in the five year forecast in the year 1988. In the years 1986 through 1988 a capital levy for this project is proposed to assist in the funding of the construction. If Council wishes to see a project of this magnitude proceed in future years it would he prudent to provide funds each year to help offset the eventual ; cost. �� i Page 2 TR-19-84 Public Works: Significant road construction projects are proposed in 1985 through 1988. When these years are reviewed in more detail the number and size of the projects will most likely have to be reduced to come into line with MTC allocations available for such work. All of the projects shown are necessary and are included in the immediate needs of the Town, but unfortunately, the Town does not have the financial capacity to meet all of them. The regular replacement of roads equipment is included each year and funded from the Equipment Reserve. Fire Department: The major expenditures in the department relate to the construction and equipping of a northern fire station in 1985, equipment replacements and updating and the commencement of renovations of the main fire station in 1988 for completion in 1989. There has been no contribution from the Ontario Hydro Impact Funds shown, since this will not be known until the completion of the Fire Study in June of 1984. Community Services: The major project in the next five ,years relates to the replacement of the Rowmanville Arena. Staff have shown this project for commencement in 1987, as it is the general preception of staff that it will take until that date to get the necessary fundinq committments into place to meet the construction costs. The committement from Council of 25% of the costs of this project has been shown over the period from 1987 to 1989, out of the general tax levy. The delay in this project may necessitate some capital repairs to the present Rownanville Arena inorder to keep it open for public use. These capital repair costs would he addressed in each fiscal year, as necessary. Another project proposed is the installation of flood lights in Soper Creek Park for the baseball diamonds in 1985. Other capital items are principally the replacement and updating of various equipment. Items deferred to 1989 and later include the expansion of the zambonie room at the Darlington Sports Centre and the construction of a Community Services Equipment Depot. Page 3 TR-19-84 Cemeteries The construction of a service and storage depot at the Bowmanville Cemetery has been included in 1985. This matter was discussed for the 1984 budget but deferred to 1985 pending a review of the entire municipal building inventory and its uses. Community Centres: Pending the establishment of the Newcastle Community Services Planning Board and the recommendations which might come from that Board to Council , no major capital works for Community Centres have been included in the Five Year Capital Forecast for the years 1985 - 1988.
