SUBJECT: MUNICIPAL GRANTS POLICY
RECOMMENDATION:
It is respectfully recommended:
1. That this report be approved, and
2. That the attached By-Law to establish Municipal
Grants Reserve be approved.
BACKGROUND AND COMMENTS:
During the past number of months, Councillors Taylor
and Hamre, -the Deputy Director of Community Services and the
Treasurer have met to discuss the establishment of a Municipal
Grants Policy which would be equitable and reasonable in this
application. Those discussions have resulted in the document
which is before you today.

The policy stands on the basic premise that the Town
sees its role in this area as providing recreational (basic) level
of service. This level of service is seen as one which is
generally open to all residents of the municipality who wish to
participate in an activity regardless of their natural aptitude.

Four main categories are defined in the policy, being
civic, recreational , cultural and service activities, and
organizations. The policy sets out the criteria under which each
may be eligible for funding. In addition, the general criteria
states the basic elements which should be met for an organization
to be eligible to be considered for funding under the Town of
Newcastle Municipal Grants Policy.
Community Services have prepared a report specifying
the implementation schedule of this policy in specific situations
which should be discussed in conjunction with this report.

being a by-law to establish a Reserve for
Municipal Grants
WHEREAS, the Council of the Corporation of the Town of Newcastle considers
it desirable to establish a Reserve for Municipal Grants;
AND WHEREAS, Section 164(5) of the Municipal Act, R.S.O. 1980, provides
that "The Council may by by-law require that the estimates for the
current year of every board, commission or other body for which the
Council is by law required to levy any rate or provide money shall be
submitted to the Council on or before the 1st day of March in each year,
and that such estimates shall be in the form and give the particulars
that the by-law prescribes":
NOW THEREFORE BE IT ENACTED AND IT IS ENACTED AS A BY-LAW of the
Corporation of the Town of Newcastle as follows:
1 . That the Treasurer be authorized to establish a reserve,
entitled Reserve for Municipal Grants.
2. That the Treasurer be authorized to transfer the unallocated
monies from the budget for Municipal Grants in any given year
to the Reserve for Municipal Grants.

MUNICIPAL GRANTS POLICY
OBJECTIVE
To provide limited financial assistance to organizations within the
Town of Newcastle which provide to all residents, services and
programs which enhance the quality and variety of the residents'
lives.
GENERAL CRITERIA
These criteria have been established to provide overall guidelines
for the review of grant applications to determine eligibility for
Town of Newcastle grants.
1. The services or programs should be offered on a recreational or
basic level of participation in any program.
2. Recreational (Basic) Level of Service: "That which satisfies
the fundamental aspects in pursuing one's leisure activities
relative to the age of level of the participant".
3. There should be no duplication of services or programs between
those offered by the various levels of government and the volunteer
organization.
4. All organizations must have their main base of operations in the
Town of Newcastle.
5. There are four main categories under which grant applications
will be accepted, being Civic, Receation, Culture and Service.
6. Funds for the purposes of meeting grants requests shall be
raised by the imposition of a per capita levy to be reviewed on an
annual basis. In 1984, the levy will be established at $2.00 per
capita.
7. All funds raised by the Town for the purposes of meeting grant
requests, not used in any given year, shall be transferred to a
reserve designated for grant purposes.

8. Excluded from this policy is funding provided for the operation
of the library system, the museums and abandoned cemeteries.
Funding for those operations will be subject to the budget
guidelines which are established annually for the operations of the
Town. Capital requests will also be dealt with through the annual
budget process. Any expansion of service which may occur which
results in increased operating costs will be given due consideration
in the budget discussions.
DEFINITIONS AND SPECIFIC CRITERIA FOR EACH CATEGORY
CIVIC organizations shall include such bodies which provide capital
works or services which contribute to the beautification, promotion
and/or development of the Town of Newcastle. This category shall
consist of two sub groups which shall be eligible for funding:
(a) Recognized Organizations, i .e. Santa Claus Parade
Committee, Durham Central Agricultural Fair Board,
Horticultural Societies, etc.
(b) Special Events which bring regional , provincial , national
or international recognition to the Municipality, i .e.
Competition at Championship Level , Exchange Visits, etc.
RECREATION organizations shall include such bodies which provide
programs for recreational activities. This category shall not
include requests for operation or capital improvement funds for town
owned and managed facilities and parks, i .e. Bowmanville Memorial
Park, Orono Park and Pool , Darlington Sports Centre, etc. This
category shall consist of two sub groups which shall be eligible for
funding:

(a) Community Centre Boards appointed by Council . For the
local boards appointed by Council , the Town' s role is to assist in
capital expenditures through a direct grant and/or sponsoring an
application to other funding bodies. With exception of insurance
coverage, accounting and auditing fees, operating costs shall be the
sole responsibility of the individual organizations. The three
former municipal office buildings (Hampton, Orono, Newcastle) do not
comply with this criteria. The hall boards which operate from these
facilities will be charged a proportionate share of the operating
costs.
(b) Recognized organizations and associations, i .e. Athletic
Societies, Baseball Associations, etc. The Town's role will be to
give a recreational (basic) level of participation.
CULTURAL organizations shall include such bodies which provide
facilities and programs pertaining to the arts, being music, art,
literature, history and dance. This category shall consist of two
sub groups which shall be eligible for funding:
(a) Community Centre Boards appointed by Council ,
(b) Recognized organizations, i .e Visual Arts Centre.
The funding of these activities will be provided on the following
basis:
(a) The Town' s role will be to give funancial assistance for
the provision of such parts of the programing which give a
recreational (basic) level of participation.

SERVICE organizations shall include such bodies which provide direct
services to residents to the Town of Newcastle. This category shall
consist of two sub groups which shall be eligible for funding:
(a) Organizations whose senior level government funding is
incumbent upon local government financial support for the programs
and also, organization which do not carry on an independent public
subscription campaign, i .e. federally, provincially, regionally
funded organizations Durham Mental , Community Care.
(b) Organizations which require one time start up costs (seed
money) to provide new programs.

RECOMMENDATIONS:
It is respectfully recommended that Council approve the following:-
1. That Report CS-09-87 be received; and
2. That the attached Grant Policy and Application form be endorsed.
BACKGROUND AND COMMENTS:
As part of the mandate of the N.C.S.A.B. a sub-committee of the Board was formed to
examine and produce a Municipal Grant Policy and Application Form as a guideline in
determining grant allocations, to the various organizations which apply for funding
from the Municipality.
The result of this task is now before Members of Council for discussion and subsequent
endorsement.

Introduction
In as much as the Town wishes to financially support certain organizations within
the Town the following policy has been established to give continuity to the
Grant process.
Statement of Policy

Only groups within the boundaries of the Town of Newcastle are eligible to apply
for a Town grant(s) .
Local chapters of National or Provincial groups do not qualify for Town
I grant (s) .

Responsibilities
The NCSAB shall be responsible for the review of grant requests and shall submit
its recommendations to Council .
I The NCSAB secretary shall advise grant applicants of the Boards recommendations
I prior to Council consideration of said recommendations.

Responsibility of overseeing grants that have been approved by Council , be that
of the Community Services Department and said department will notify all grant
applicants of Council 's decision with copies to the NCSAB.
The Community Services Department will also "authorize payment" of approved
capital grants, only upon receipt of invoice.
The definition of a capital expenditure is "addition to or replacement of" (major
facilities) . In areas of question the NCSAB will reach a consensus.
