HomeMy WebLinkAboutTR-65-83 N� CORPORATION OF THE TOWN OF NEWCASTLE 40 TEMPERANCE STREET BOWMANVILLE, ONTARIO L1C3A6 TELEPHONE 623-3379 HAND OUT REPORT TO COUNCIL MEETING HELD SEPTEMBER 12 1983 TR-83-65 SUBJECT: NEWCASTLE PUBLIC LIBRARY - HEATING RENOVATIONS RECOMMENDATIONS: It is respectfully recommended that: 1 . This report be received; and 2. The recommendations of Totten, Sims , Hubicki regarding the heating renovations at the Newcastle Public Library, Bowmanville branch be considered by Council ; and 3. If the project proceeds, that an ad hoc committee be established to oversee the project; and 4. The Committee be composed of the Mayor, two Council appointees and two Library Board appointees. BACKGROUND AND COMMENT: Subsequent to the G.P. & A. Committee meeting of September 7 1983, staff arranged an informal meeting among the Library Board Members, Members of Council and Totten,Sims, Hubicki to discuss further the necessary renovations to the heating system. These discussions have resulted in a second reporting letter from Totten, Sims, Hubicki , setting I out the possible staging of the project and estimated cost of each I component. If Council wishes to proceed with the project in its entirety or in part, the following funding is proposed: . .2 I I -2- TR-83-65 Funding Service Amount Lot Levies - Community Services Reserve Fund $ 5,000 Real Property Acquisition Reserve $10,000 General Capital Revenue $12,800 Contingency Account for Mechanical Breakdowns $25,000 $52,800 Any amount in excess of the $52,800 could be funded from a 1983 surplus, if available, or remain unfunded in 1983. Any unfunded balance at the end of 1983, would be funded in 1984 through the 1984 current levy. The resolution from the Library Board setting out their request and the initial reporting letter from Totten, Sims, Hubicki were presented to Committee on Tuesday, September 6 1983 and all information presented here is further information to assist in the decision making process. Because of the urgency of the project, it is recommended that the contract be let through invited bids and that Totten, Sims, Hubicki supervise the project. All recommendations with regard to changes, design, etc. will be the responsibility of the ad hoc committee which will be reporting to the Council periodically.
