REPORT TO GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING

SUBJECT: TENDER T83-3, SELF PROPELLED ICE RESURFACING MACHINE
RECOMMENDATION:
It is respectfully recommended :
1 . that this report be received; and
2, that Resurfice Corp. , St. Jacobs , Ontario with a total bid of $27,700.00
meeting all terms, conditions and specifications of Tender T83-3 be
awarded the contract to supply & deliver one 1983 Olympia ST-75 Ice
Resurfacing Machine to the Town of Newcastle as required by the Department
of Community Services and
3, that the funds be expended from the 1983 approved Community Services
capital budget as provided.
BACKGROUND AND COMMENT
Tenders were publicly advertised and called for the supply and delivery of
one only Self Propelled Ice Resurfacing Machine as required for the Bowmanville
Memorial Arena by the Department of Community Services.
The bids were received and tabulated as follows:

As a result of telephone enquiries regarding the performance of the proposed
unit from Arenaquip Ltd. , it was revealed that performance problems existed with this
unit. After further enquiries and on site meetings with current users it was confirmed
that some problems still existed and created unacceptable performance, particularly
when major ice shaving was required.

A visit to the manufacturing plants of both bidders was conducted by the
Purchasing and Community Services Staff.
Enquiries made concerning the performance of the unit tendered by Resurfice
Corp. revealed positive reports.
Staff unanimously support the purchase of the Olympia from Resurfice Corp.
which has a proven performance with other municipalities. Also, the current engineering
innovations of an offset conditioner, and an auger and propeller elevator exceeds that
of the unit from Arenaquip Ltd. .
The major factor to consider in this decision is the quality of ice associated
with the smoothness of the surface conditions after cleaning. It is the consensus of
staff to select a unit which would minimize downtime and enhance the quality of ice
surface.
