TR-83-31 SUBJECT: HAMPTON HALL BOARD AND HAYDON HALL BOARD - CAPITAL PROJECT RECOMMENDATION: It is respectfully recommended: 1. That this report be received for information. BACKGROUND AND COMMENT: G.P.A. Resolution #408-83 requested a report to provide further information before G.P.A. Resolution #407-83 i.s adopted by Council and forwarded to the Minister of Tourism and Recreation , in support of the Hampton Hall Board and Haydon Hall Board Capital Projects for 1983. At this time, the Town finds itself in a position where the capital works approved in the 1983 Capital Budget for the aforementioned Community Halls , are ready to proceed to tender and/or quotation. These projects were approved and fully funded in the 1983 Capital Budget from the Reserve Funds as follows: Haydon Hall Project $7,500.00 - Lot Levy Reserve Fund Hampton Hall Project $30,000.00 - Cash i.n Lieu of Parkland Reserve Fund It is the understanding of staff from the budget discussions and G.P.A. Resolution #313-83, which refers specifically to the Hampton H01 Project, that the projects were to proceed within the budget provided. The Town would apply for such grants as might be available to it for such works , but that the projects should not be abandoned if such grants were not approved. . . . /2 - 2 - TR-83-31 May 9, 1983. Hampton Hall Board and Haydon Hall Board - Capital Project Members of Council are aware that the Ministry of Tourism and Recreation has more applications for Wintario and C.R.C.A. monies than there are available funds. The Ministry sets its own priorities and funds projects based on those priorities. It can take up to a year, once an application has been received by the Ministry for a decision on the funding to be made. The Town already has a number of projects for which applications have been made to the Ministry, but no decisions on funding have yet been reached. Those applications were submitted in May and September 1982. As of May 3rd, 1983, the Minister of Tourism and Recreation had not announced the program criteria for the grants for 1983. The Ministry offices are, therefore, not accepting applications for grants for this fiscal year, until the new programs are announced. The Town would like to proceed with the projects, but not at the cost of losing eligibility to apply for any grant monies which might be available. As a result of the above concerns, G.P.A. Resolution #407-83 is before Council today for ratification. Respectfully submitted, t , Kathryn A. Campbell , C.A. , B.Comm. , Treasurer KAC/slg Att: 1 Resolution HGPA-313-83 Hampton Community Moved by Councillor Cowman, seconded by Mayor Rickard Centre Board THAT the correspondence of March 30, 1983, from the Hampton Hall Board, is hereby received and the Town recognizes that the Hampton Hall Board will make their best effort to contribute $5,000 by December 31 , 1985, towards the actual cost of the washrooms' project at the Hampton Hall Municipal Building, and thanks the Board for its contribution towards the project. It is further acknowledged that members of Council , staff, representatives of Totten, Sims, Hubicki , and the Hall Board have and will be meetingto discuss the project des,Rgn and that when construction drawings have been completed, the Town will undertake the calling of tenders and will finance the project to a maximum of $30,000, any unexpended funds to remain with the Town of Newcastle;-' and further the Town will make application for all appropriate grants and loans.
