TR-83-30 SUBJECT: SOLINA PARK BOARD PROJECT RECOMMENDATION: It is respectfully recommended: 1. That this report be received; and 2. That the Solina Park Board be advised that they may proceed with Phase I of the work schedule to a maximum cost of $21 ,010.00; and (schedule attached) 3. That such funds be drawn from the Cash in Lieu of Parkland Reserve Fund; and 4. That such monies which are received from the Provincial Government grants and the sale of the former parkland, be credited to the cash in lieu of Parkland when received. BACKGROUND AND COMMENT By G.P.A. Resolution #955-82 Committee and Council approved of the Solina Park Land Sale and Park Expansion. The project as submitted to the Province for grant purposes was set out as follows: Project Cost Land Purchase 100,000.00 Park Development - Field 33,885.00 Tennis Court 10,478.00 Washroom 22,000.00 Professional Fees 5,000.00 Total $171 ,363.00 • s s 12 -2- TR-83-30 May 9, 1983. Solina Park Board Project Project Financing C.R.C.A. 42,841 .00 (no approval as of May 3, 1983) Sale of Lands 70,000.00 Fund Raising by Board 10,000.00 Town of Newcastle 6,110.00 Wintario 42,412.00 (approved as of March 3, 1983) $171 ,363.00 These submissions were approved by G.P.A. #1056-82 which states as follows: That Mr. Tink's delegation on behalf of the Solina Park Board be acknowledged and the Wintario and C.R.C.A. Grant Application be approved by Council and forwarded to the Ministry for approval . The Solina Park Board has the understanding that such portions of the project will only proceed with the approval of the Council of the day. The written presentation by the Solina Park Board at the G.P.A. Meeting on May 2, 1983, is as a result of the aforementioned resolution, and follows Council direction to them in this matter. We are aware that the decision on the Community Centre's grant application has not yet been finalized. Therefore, we would like to have approved a work schedule within the funds available. (Wintario, etc. ) The items that must be approved are necessary to insure that the park will be ready for use in the spring of 1984. Firm quotes will be given to the treasurer's and/or purchasing agent's office for approval . When a decision is made on the Community Centre's grant, a new schedule will be presented to council as soon as possible. Herb Tink Chairman , Solina Park Board HBT/jk Attach . PHASE I WORK SCHEDULE 1 . Fencing A portion of fencing must be erected. Some existing fence will be removed to allow the parking lot excavation. A new fence adjacent to the Bowler property must be erected as soon as possible as horses are kept in this area . (See the attached map for the fence location. ) $ 5,000.00 2. Excavation of parking lot, tennis court, baseball infields , and misc. grading. 2,000. 00 3. Gravel for parking lot & tennis court 12,600. 00 4.
