REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION MEETING HELD ON
JUNE 20., 1983.

SUBJECT: EXPANSION OF THE COMPUTER SYSTEM
RECOMMENDATION:
It is respectfully recommended:
1. That this report be received; and
2. That Committee recommend to Council that the software for the
Variance Analysis Program at a cost of $1 ,000.00 be implemented
as an expansion of the Town's present computer capabilities;
3. That Committee recommend to Council that the software for the
Clerk's On-Line Information System at a cost of $1 ,000.00 be
implemented as an expansion of the Town's present computer
capabilities; and
4. That Committee recommend to Council the purchase of one (1 )
Visual Display Unit and one (1 ) Printer at a cost of $ 5 33'7.o 0
5. That the above expansion of the computer capabilities be funded
in this manner. $1 ,000.00 from account 7007-220-X-2 as provided
in the 1983 Current Budget;

6. That the necessary by-laws to execute the amendments to the
current agreement between the Town of Newcastle and Realtime
Datapro Ltd, be prepared by the Clerk's Department and
forwarded to Council .
BACKGROUND AND COMMENT:
In 1982 the Town received approval for a grant under the Municipal Action '85
Program of the Ministry of Municipal Affairs and Housing. Under this program
50% of the software costs to a maximum of $7,000.00 for the implementation of
the General Ledger System, Taxes Receivable System and the Audit Pac Program � ?
were approved, The Variance Analysis Program is the final phase of the Audit

Pac Program. Once the Variance Analysis Program is implemented, that will
complete the works a pp roved under the Municipal Action '85 grant.

Expansion of the Computer System

The Clerk's On-Line Information System is really a misnomer for this
program, as it provides access to the updated assessment roll information
for use by all departments for mailings etc. It can be used to produce
labels which would substantially reduce the clerical time required for
that work.
The software and hardware which is recommended for the Clerk's On-Line
Information System, is for installation and use in the Hampton Office by
the Planning Department. All of the other departments will also have access
to the program and can use it for their own purposes.
The need for the program initiated with the Planning Department as they
require access to assessment information, properties sizes, frontages, etc.
for their work. Presently, this information is all within the computer
memory, but it can not be separated from the taxes receivable information
which i.s considered to be confidential . With the addition of the software
for the Clerk's On-Line Information system, the assessment and property
information will be available to the various departments without releasing
the caifidential taxes receivable information.
