THAT Report TR-97-91 be received; 2 . THAT G.W.S. Landscaping, Bowmanville, Ontario, with bid prices of $132 . 00, $54 .00 and $90. 00 per callout for snow clearing and $329 . 00, $136 .00 and $160 .00 per callout for sand/salt spreading be awarded the contract to provide Snow Clearing and Winter Maintenance for Sections I (Bowmanville) , III (Newcastle) and VII (Community Services Parking Lots) , respectively, as required by the Town of Newcastle for the 1991/92 winter season; 3 . THAT D & F Snow Removal, Bowmanville, Ontario, with bid prices of $311. 00, $10 .00, $10 .00 and $54 . 00 per callout for snow clearing and $418 .00, $10 . 00, $10 . 00 and $57 . 00 per callout for sand/salt spreading be awarded the contract to provide Snow Clearing and Winter Maintenance for Sections II (Courtice) , IV (Hampton) , V (Newtonville) and VI (Orono) , respectively, as required by the Town of Newcastle for the 1991/92 winter season; 4 . THAT the funds expended be drawn from the 1991 and 1992 Winter Maintenance budgets for the respective departments; and 5 . THAT the above recommendations be approved FORTHWITH. i Page - 2 - TR-97-91 TENDER NW91-37, SNOW CLEARING AND WINTER MAINTENANCE OF SIDEWALKS AND PARKING LOTS BACKGROUND AND COMMENT: Tenders were publicly advertised and called for the Snow Clearing and Winter Maintenance of Sidewalks and Parking Lots within the Town of Newcastle, as required by the Department of Public Works . Although the contract includes the requirements of Public Works, Planning and Development (By-Law) and Community Services, the callout and monitoring is the responsibility of the Department of Public Works . In order to ensure that all potential bidders understood the Tender specifications and general conditions a Pre-Tender meeting was held on Thursday, October 17, 1991. The general conditions of the Tender stipulated that all contractors bidding on the Tender must attend the meeting and that failure to do so would disqualify their bid submission. The locations as tendered are indicated on Schedule (A) attached. Page - 4 - TR-97-91 TENDER NW91-37, SNOW CLEARING AND WINTER MAINTENANCE OF SIDEWALKS AND PARKING LOTS The terms and conditions of the Tender stipulate that the Town of Newcastle reserves the right to award "any" or "all" items to separate bidders . After further review and analysis of the Tenders by both the Public Works Department and Purchasing, it was mutually agreed that G.W.S. Landscaping, Bowmanville, Ontario, be recommended for the contract to supply Snow Clearing and Winter Maintenance as required by the Town of Newcastle for Sections I, III and VII and that D & F Snow Removal, Bowmanville, Ontario, be recommended for Sections II, IV, V and VI . Due to the approaching winter season a forthwith approval is requested. The total tendered prices for snow clearing and sand/salt for each section represents an average fifteen percent ( 15%) decrease over those tendered for the 1990/91 winter season. The actual remittances to these vendors over the 1990/91 season totalled approximately $70,000 .00 . These decreases are attributed to the current downturn in the economy. The Treasurer has reviewed the funding requirements and concurs with the recommendation. Queries with respect to department needs, specifications, etc . , should be referred to the Director of Public Works. Both D & F Snow Removal, Bowmanville, Ontario and G.W.S. Landscaping, Bowmanville, Ontario, worked satisfactorily for the Town of Newcastle during the 1990/91 winter season.
