THAT Report #TR-92-91 be received; 2 . THAT the request by Dr. John Stubbs, President and Vice- Chancellor of Trent University to provide a grant of $5,000. 00 per year over the next five years to establish The Town of Newcastle Scholarship be referred for consideration during the 1992 Budget deliberations; 3. THAT Dr. John Stubbs, President and Vice-Chancellor of Trent University be advised of Council's decision. 4 . THAT a copy of this report be provided to the N.C.S.A.B. for reference. 1.0 BACKGROUND 1. 1 At the Council meeting of September 16, 1991, Dr. John Stubbs, President and Vice-Chancellor of Trent University, Peterborough appeared as a delegation. Wherein he requested that the Town of Newcastle provide a grant of $5,000. 00 per year over the next five years to establish The Town of Newcastle Scholarship. Subsequently Council passed Resolution #C-568-91: THAT the delegation of Dr. John Stubbs regarding the "For Tomorrow" Campaign of Trent University be referred to the Treasurer for the preparation of a report to be submitted to the General Purpose and Administration Committee. ......... TR-92-91 Page 2 2.0 COMMENTS: 2 . 1 Section 113 of the Municipal Act R.S.O. 1980 states that Council has the general power to the making of grants or granting of aid to any person, institution, association, group or body of any kind, including a fund, within or outside the boundaries of the municipality for any purpose that, in the opinion of Council, is in the interest of the municipality. 2 .2 The Town of Newcastle Councils' have historically supported civil and recreational groups that have benefited not one special individual but rather the communities within Council's geographical jurisdiction. 2 . 3 The request that the Town of Newcastle provide a grant of $5, 000 . 00 per year over the next five years to establish a Town of Newcastle scholarship, departs from the normal practice of assisting local community organizations through municipal grants and could be considered precedent setting. 2 .4 Trent University has launched a $25 million fund raising campaign "For Tomorrow" to provide for an Environmental Science Centre, the automation of the University's Library Catalogue, acquisition of new books, endowment of visiting lectureships and purchase of scientific equipment. 2 .5 The establishment of The Town of Newcastle Scholarship via a $5,000 grant per year for five years could possibly provide improved educational opportunities for citizens of the Town of Newcastle. 2 . 6 Staff are under the understanding, after speaking with Dr. John Stubbs, that at this juncture of the Fundraising Campaign, no other area municipalities within Durham Region have pledged funds toward the "For Tomorrow" Campaign. 3.0 RECOMMENDATIONS: 3 . 1 It respectfully recommended that the request by Dr. John Stubbs, President and Vice-Chancellor of Trent University, Peterborough be referred for consideration during the 1992 budget deliberations .
