Subject: 1991 Grant - Heritage Week Committee
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend the following to Council:
1. THAT Report #TR-89-91 be received;
2 . THAT the Heritage Week Committee request for an interest-
free loan be denied;
3. THAT a one time only additional grant in the amount of
$3,210. 00 be approved to be drawn from Account # 7007-X-
0298 Unclassified Administration - Contingency;
4 . THAT Sher Leetooze, Chairman, Heritage Week Committee for
the Town of Newcastle be advised of Council's decision.
5 . THAT a copy of report TR-89-91 be forwarded to the
N.C.S.A.B. for information.
1.0 BACKGROUND
1. 1 At the Council meeting of September 16, 1991, Ms. Sher
Leetooze, Chairman, Heritage Week Committee for the Town of
Newcastle appeared as a delegation. Wherein she requested
an interest free loan of $3,210 . 00 from Council.
Subsequently Council passed Resolution #C-532-91:
THAT the correspondence dated July 23, 1991, from Sher
Leetooze, Chairman, Heritage Week Committee, requesting
financial assistance for Heritage Week 191, be received;
THAT the correspondence be referred to the Treasurer for the
preparation of a report to be submitted to the General
Purpose and Administration Committee; and
THAT Sher Leetooze be advised of Council's decision.

1 .2 Municipal Council has the authority to award grants including the
power to guarantee a loan under section 113 of the Municipal Act
R.S .O. 1980. However, when the term of the loan extends beyond
the current term of Council, a loan application to the Ontario
Municipal Board is required under Section 64 of the Ontario
Municipal Board Act R.S.O. 1980 .
1.3 The Heritage Week is a program of special events which usually
operate during the last week of May each year. The intention of
the program is to highlight the heritage and uniqueness of the
Municipality of the Town of Newcastle. During the 1991 rendition
of this community-wide event, there was no less than 25 community
events included in the Heritage Week agenda (Attachment I) .
1.4 The Heritage Week Committee works to develop a program that will
interest and attract participation from all parts of this
Municipality. This year, the Committee included a new initiative
in the form of a Fireworks Display. The display was located at
the Bowmanville Recreation Complex and was the closing event for
the Week's activities. The display was professionally operated
and was well received by the community residents that came out to
see it. The additional grant request is equal to the cost that
this display incurred. Based on the success and positive
response of the community and the local media, it is recommended
that the Heritage Week Committee be awarded the additional grant
requested.
2.0 COMMENTS
2 . 1 The Heritage Week Celebrations 1991 has contributed to an
increase in the positive image of this Municipality and of this
event within the community. The recommended one-time only
additional grant will provide the necessary funds for this
Committee to finish out their commitments associated with the
1991 Heritage Week Activities .
