THAT Report TR-87-91 be received; 2 . THAT R.M. Construction, Acton, Ontario, with a total bid in the amount of $24,610.00 being the lowest responsible bidder meeting all terms, conditions and specifications of Tender NW91-33, be awarded the contract for the Lakeshore Erosion Protection, Town Owned Lot, Cedar Crest Beach, Bowmanville and Park Street, Newcastle; and 3 . THAT the funds in the amount of $33,500.00 ($24,610 .00 contract + $8,890. 00 associated costs) , be drawn from Account #2900-00001-X, Working Funds Reserve. BACKGROUND AND COMMENT: Subsequent to Council Resolution #GPA-481-91, July 13, 1991, tender specifications were provided by Totten Sims Hubicki Associates for the Lakeshore Erosion Protection, on Town owned lot on Cedar Crest Beach, Bowmanville and Park Street, Newcastle, as required by the Department of Public Works . Tenders were advertised in the local papers, as well as the Daily Commercial News . Subsequently, tenders were received and tabulated as per Schedule . "A" attached. l f 0 Page - 2 - TR-87-91 TENDER NW91-33, LAKESHORE EROSION PROTECTION, TOWN OWNED LOT - CEDAR CREST BEACH, BOWMANVILLE AND PARK STREET,NEWCASTLE Associated costs for this contract are as follows: Contract $ 24,610.00 Design & Tender Preparation $ 5,500.00 Site Supervision and Layout $ 2,500 .00 Contingencies $ 890. 00 $ 33,500. 00 The total required funds in the amount of $33,500 . 00 are in excess of the estimated $23,275.00 provided for by Council Resolution #GPA-481-91. These funds were to be drawn from the Working Funds Reserve. It is proposed that the total required funds be drawn from Account #2900-00001-0000, Working Funds Reserve, from which there are adequate funds available. The Treasurer has reviewed the funding requirements and concurs with the recommendation. Queries with respect to department needs, specifications, etc . , should be referred to the Director of Public Works. The low bidder has previously performed satisfactorily for the Town of Newcastle. After further review and analysis of the bids by Public Works, Totten Sims Hubicki Associates and Purchasing, it was mutually agreed that the low bidder, R.M. Construction, Acton, Ontario, be recommended for the contract for the Lakeshore Erosion Protection on the Town owned lot on Cedar Crest Beach, Bowmanville and on Park Street, Newcastle. A letter from Totten Sims Hubicki Associates is attached, marked Schedule "B" . An Agreement to Bond has been supplied and a deposit cheque accompanied the bid, R. M. Construction has completed a number of erosion protection projects including works adjacent to the sites of the works in this contract in a very satisfactory manner. In addition, R. M. Construction has carried out a number of contracts in conjunction with Totten Sims Hubicki, such as a flood control project south of Queensway and Cooksville Creek Channelisation, with costs in the range of$100,000.00 to $200,000.00 and the work was completed with quality workmanship,R, M. Construction is well respected in the area of erosion protection construction with Conservation Authorities and has also undertaken projects for Metro Toronto, City of Mississauga and 'Westinghouse Canada Inc. among others, ENGINEERS ARCHITECTS AND PLANNERS � w "- "^Y`•"•• v.
