SUB.ECT: TENDER NW91-25, TRASH RECEPTACLES
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report TR-81-89 be received;
2 . THAT Belair Recreational Products Inc. , Brantford,
Ontario, with a total bid of $21,850 . 00, being the
lowest responsible bidder meeting all terms, conditions
and specifications of Tender NW91-25, be awarded the
contract to supply, deliver and install Trash
Receptacles in various parks within the Town of
Newcastle as required by the Department of Community
Services; and
3 . THAT the required funds be drawn from the 1991 approved
Community Services Capital budget, Account
#7603-00001-0516.
BACKGROUND AND COMMENT:
Tenders were advertised and invited for the supply, delivery and
installation of trash receptacles at various parks within the
Town of Newcastle as required by the Department of Community
Services .
Bids were received and tabulated as follows:

In an effort to maintain standardization in all of the parks,
bidders were requested to quote on a trash receptacle similar to
what is already installed in various parks . There are a limited
number of suppliers able to provide this type of receptacle,
which accounts for only two (2) bids being submitted.
Funds in the amount of $43,000 . 00 were included in the 1991
Community Services Department Capital budget, Account
#7603-00001-0516, as reflected on page 179 of the Capital Budget,
a portion of which is for the supply and installation of trash
receptacles. The balance of the funds have been allocated for
replacement of picnic tables and benches, for which approximately
$12,000. 00 has been committed. Subsequently, funding in an
approximate amount of $31,000 .00 remains available for this
tender.
The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department
needs, specifications, etc . , should be referred to the Director
of Community Services .
Although, the low bidder has not previously performed for the
Town of Newcastle, they have provided satisfactory service for
the City of Scarborough. In addition they have provided a
written guarantee that the trash receptacles provided will be as
per Town of Newcastle specifications .
After review and analysis of the bids by both Purchasing and
Community Services, it was mutually agreed that the low bid from
Belair Recreational Products Inc . , Brantford, Ontario, be
recommended for the tender award.
