RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That Report TR-66-91 be received;
2 . That D & R Ventura General Construction Ltd. , Bramelea,
Ontario, with a total bid in the amount of $78,067 .20
being the lowest responsible bidder meeting all terms,
conditions and specifications of Tender NW91-27, be
awarded the contract for the Construction of Sidewalks,
Various Locations, as required by the Department of
Public Works; .and
3 . That the total required funds in the amount of
$121,865 .29 ($78,067 .20 contract + $43,798 .09
contingencies, design and construction administration) ,
be drawn from the approved 1991 Department of Public
Works Sidewalk Construction budget, Account
#7212-91002-X, #7212-91003-X, #7212-91004-X and
#7212-91005-X.
BACKGROUND AND COMMENT:
Tender specifications were provided by Totten Sims Hubicki and
Associates for the construction of sidewalks, various locations,
as required by the Department of Public Works.
Tenders were advertised in the local papers, as well as the Daily
Commercial News . Subsequently, tenders were received and
tabulated as per Schedule "A" attached.

The engineer's estimate for the contract was $131,717 . 00 . Other
associated costs are estimated and detailed as follows:
Contract (includes G.S.T. ) $ 78,067 .20
Contingencies 7,932 . 80
Design and Tendering Services 23,500 .00
Construction Administration 9,500 .00
G.S.T. (Items #2-4) 2 ,865 .29
TOTAL FUNDS REQUIRED $121,865 .29
The total required funds in the amount of $121,865 .29 will be
drawn from the approved 1991 Public Works Sidewalk Construction
budget, Account #7212-91002-X, #7212-91003-X, #7212-91004-X and
#7212-91005-X, and are within the total budget allocation of
$155,000 . 00 as reflected on page 61, items 1, 3, 4 and 7 .
The low bidder has previously performed satisfactorily for the
Town of Newcastle. Their references have been outlined in the
attached letter from Totten Sims Hubicki Associates, marked
Schedule "B" .
The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department
needs, specifications, etc . , should be referred to the Director
of Public Works .
After further review and analysis of the bids by Public Works,
Totten Sims Hubicki Associates and Purchasing, it was mutually
agreed that the low bidder, D & R Ventura Construction Ltd. ,
Bramelea, Ontario, be recommended for the contract for the
Construction of Sidewalks, Various Locations .

'lenders for the above project were opened at the Municipal offices on Monday,
July 8, 1991. The list of bids received are as follows:

We have checked the low bidder's tender and wish to advise that all requirements
have been satisfactorily addressed. An Agreement to Bond was supplied and a deposit
cheque for $2,000.00 accompanied the bid.

that the contract be awarded to D & R Ventura.
The total value of the project is now estimated as Follows:
