hEEETTING: GENERAL PURPOSE AND ADMINISTRATION COMMITTEE

SUB.ECT: TENDER NW91-20, WESTVIEW PARK DEVELOPMENT, PHASE II
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That Report TR-64-91 be received;
2 . That Kingwest Landscaping Contracting Ltd. , Oshawa, Ontario,
with a bid in the amount of $50,650.49, being the lowest
responsible bidder meeting all terms, conditions and
specifications of Tender NW91-20, be awarded the contract
for Westview Park Development, Phase II, as required
by the Department of Community Services; and
3 . That the total required funds in an amount of $54,354 . 08
($50,650 .49 contract + $3,703 .59 design and construction
administration) , be drawn from the Community Services
Parkland Development Capital budget Account
#7603-00001-0516 .
BACKGROUND AND COMMENT:
Tender specifications were provided by Daniel J. O'Brien and
Associates Ltd. , for Westview Park Development, Phase II, as . required
by the Department of Community Services .
Tenders were publicly advertised in all four (4) area newspapers .
Subsequently, tenders were received and tabulated as per Schedule "A"
attached.

Other associated costs are $3,703 .59 for project design and
construction administration. The total required funds in an amount of
$54,354 .08 ($50,650 .49 contract + $3,703 .59 design and construction
administration) , will be drawn from the Community Services Parkland
Development Capital budget Account #7603-00001-0516 and are within the
total budget allocation of $82,000 . 00, as reflected on page 183 of the
Capital budget.
The Treasurer has reviewed the funding requirements and concurs with
the recommendation. Queries with respect to department needs,
specifications, etc. , should be referred to the Director of Community
Services.
After further review and analysis of the bids by Purchasing, Daniel J.
O'Brien and Associates Ltd. and Community Services, it was mutually
agreed that Kingwest Landscaping Contracting Ltd. , Oshawa, Ontario, be
recommended for the contract for Westview Park Development, Phase II.
Although the low bidder has not previously performed for the Town of
Newcastle, their references have been outlined in the attached letter
from Daniel J. O'Brien and Associates Ltd. , marked Schedule "B" .

past 14 years and - we feel that they will lio able to
} carry out the construction of this project as designed .
