That Report TR-61-91 be received; 2 . That George H. Harding Construction, Whitby, Ontario, with a total bid in the amount of $220,490 .44, being the lowest responsible bidder meeting all terms, conditions and specifications of Tender NW91-5, be awarded the contract for the Reconstruction of Holt Road, as required by the Department of Public Works; 3 . That the funds in the amount of $305,565. 67 be drawn from the approved 1991 Public Works Capital budget, account #7205-91006-0261; and 4 . That the contract award be subject to obtaining funding for the project from Ontario Hydro, from Station Account A. BACKGROUND AND COMMENT: Tender specifications were provided by Totten Sims Hubicki Associates for the reconstruction of Holt Road, as required by the Department of Public Works. Tenders were advertised in the local papers, as well as the Daily Commercial News . Subsequently, tenders were received and tabulated as per Schedule "A" attached. r} J Page - 2 - TR-61-91 TENDER NW91-5, RECONSTRUCTION OF HOLT ROAD The low bid of $220,490.44 is within the total budget allocation of $500,000 . 00, as reflected on page 31 of the 1991 Capital Budget. The engineer's estimate for the contract was $335,819 .50 . Other associated costs are estimated and detailed as follows: Contract (includes G.S.T. ) $ 220,490 .44 Contingencies $ 6,686 .06 Design and Tendering Services $ 11,000 .00 Construction Administration $ 22,000 .00 Relocation of Utilities $ 25,000 .00 Legal Surveys $ 2,500 .00 Land Appraisal $ 1,323 .50 Land Acquisition $ 10,000 . 00 Legal Fees $ 1,000 . 00 G.S.T. (items 2-8) $ 5,565 . 67 Total $ 305,565. 67 It is proposed that funds in the amount of $305,565 . 67 be drawn from the approved 1991 Public Works Capital budget, account #7205-91006-0261. It is recommended that the contract award be subject to obtaining funding for the project from Ontario Hydro (Station Account A) . The last step in obtaining funding from Ontario Hydro is authorization from the Council of the Region of Durham for the Regional Chairman and Clerk to execute an agreement with Ontario Hydro and the Town of Newcastle to fund the project from Station Account A. It is anticipated that this authorization will be received on July 10, 1991. Although the low bidder has not previously performed for the Town of Newcastle, their references have been outlined in the attached letter from Totten Sims Hubicki Associated, marked Schedule "B" . The Treasurer has reviewed the funding requirements and concurs with the recommendation. Queries with respect to department needs, specifications, etc. , should be referred to the Director of Public Works . After further review and analysis of the bids by Public Works, Totten Sims Hubicki Associates and Purchasing, it was mutually agreed that the low bidder, George H. Harding Construction, Whitby, Ontario, be recommended for the contract for the Reconstruction of Holt Road. An Agreement to Bond was supplied and a deposit cheque for $9,000 accompanied the bid, ' George K. Harding Construction Limited is a Whitby based Company which was incorpor- ated in 1956. The Company has carried out numerous small to medium size contracts over the years For the 'down of Whitby, Region of Durham and a number of'. private developers. All references have produced favourable comment on the operations of the Company and the quality of workmanship. The Company has just been awarded a $160,000 road reconstruction contract for the Town of Whitby. Based on our research we can recommend that the contract be awarded to George R, Harding Construction Limited, subject to the approval of Ontario Hydro and agreement with the Region of Durham.
