That report TR-59-91 be received for information; 2 . That Mr. T. Holder be provided with a copy of report TR-59-91. BACKGROUND & COMMENTS At the Council Meeting held on June 24, 1991, Mr. Terence Holder appeared as a delegation. Wherein he advised that he had concerns regarding his tax bills specifically the municipal address and garbage charges. Subsequently Council passed the following resolution #C-413-91: "That the delegation of Terence Holder be acknowledged and his concerns are referred to the Treasurer for review and report. " ADDRESS CHANGES In early January of each year the Tax office receives an assessment roll from the Ministry of Revenue. The assessment roll is a legal document that contains all of the pertinent information required to produce the Town's tax billings. The roll includes the property description, name of the assessed owner(s) , mailing address, assessment type and amount, etc. The Regional Assessment Office must be notified of any address changes as tax staff do not have the authority to change what is legally shown in the assessment roll. Staff will accept changes by the property owner or their legal representative, and the post office in writing with the condition that the Assessment Office will also be notified. TR-59-91 Page 2 On May 29, 1990, council by resolution #C-87-91 (per attachment 01) officially requested Canada Post to proceed to create the postal address identity for Courtice. Canada Post accepted the request and scheduled April 8, 1991 to be the effective date of the address implementation. By mid-April 1991 the tax office was officially notified and proceeded to make the appropriate changes . On June 1 the tax bills must be in the mail to give sufficient notice to the taxpayers . In order to meet this date, a cut-off date of mid - May is established. Consequently no computer changes can be made until the bills are mailed this includes address changes . GARBAGE CHARGES The current policy is to charge every improved realty property, commercial and residential, a flat rate per annum. This policy was developed in accordance with Sections 85 and 86 of the Municipal Act, R.S.O. 1980, Chapter 302 . According to the Municipal Act, Section 85, no land is exempt from a mill rate imposed to collect garbage expenses, unless it is contrary to any general or special Act or any by-law. Section 86 of the Municipal Act states that if the garbage associated costs are imposed by monthly rates (which is equivalent to an annual flat rate) this charge may be imposed on any building in the municipality and collected in a like manner as taxes.
