That Report TR-47-91 be received; 2 . That Mar-King Construction Company Limited, Concord, Ontario, with a total bid in the amount of $915,080 . 93 being the lowest responsible bidder meeting all terms, conditions and specifications of Tender NW91-6, be awarded the contract for the Reconstruction of Beaver Street and Robert Street, as required by the Department of Public Works; 3 . That the funds in the amount of $725,000 .00 be drawn from the approved 1991 Public Works Capital budget, account #7205-88014-0261; and 4 . That the additional funds required in an approximate amount of $91,731.00 be drawn from Public Works Lot Levies (total project cost $816,731.00 less budgeted cost $725, 000 . 00 and the Ministry of Transportation Supplementary Subsidy, as per Council Resolution #GPA-318-91. BACKGROUND AND COMMENT: Tender specifications were provided by Totten Sims Hubicki Associates for the reconstruction of Beaver Street and Robert Street, as required by the Department of Public Works . ' � 2 Page - 2 - TR-47-91 TENDER NW91-61 RECONSTRUCTION OF BEAVER STREET AND ROBERT STREET Tenders were advertised in the local papers, as well as the Daily Commercial News . Subsequently, tenders were received and tabulated as per Schedule "A" attached. The low bid of $915,080.93 is within the total budget allocation of $1,225,000 . 00 ( $750,000 . 00 Capital Budget + $500,000 .00 as approved by Council Resolution #GPA-318-91 (see copy, marked Schedule "B" attached) . The engineer's estimate for the contract was $1,324 . 660.00 . Other associated costs are estimated and detailed as follows: Contract (includes G.S.T. ) $ 915,080 .93 Contingencies $ 28,316 . 19 Design and Tendering Services $ 30,000 . 00 Construction Administration $ 70,000 . 00 Relocation of Utilities $ 40,000 . 00 Legal Surveys $ 2,000 .00 Land Appraisal $ 3,200 .00 Soils Investigation $ 5, 100.00 Land Acquisition $ 10,000 .00 G.S.T. (items 2 - 9) $ 13,203. 13 TOTAL $1,116,900 .25 Less Payable by Others (including G.S.T) $ 300, 169 .25 TOTAL FUNDS REQUIRED $ 816,731.00 It is proposed that funds in the amount of $725,000 .00 be drawn from the approved 1991 Public Works Capital budget, account #7205-88014-0261 and that the additional funds in an approximate amount of $91,731. 00 be drawn from the Public Works Lot Levies and the Ministry of Transportation Supplementary Subsidy as per Council Resolution #GPA-318-91. Although the low bidder has not previously performed for the Town of Newcastle, their references have been outlined in the attached letter from Totten Sims Hubicki Associates, marked Schedule "C" . The Treasurer has reviewed the funding requirements and concurs with the recommendation. The Agreement to Bond has been executed and a depostt cheque in the amount of $40,000 accompanied the 'fender. Mar-King is a new Company formed with personnel from Craftwood Construction Ltd. Craftwood has undertaken two contracts for our company within the past two years in Port Hope and Cobourg and the projects were completed satisfactorily. Discussion with Region of Durham staff Town of Helton Hills 1990.indicates satisfactory performance on work carried out for Craftwood Construction has recently split up and the principals of Mar-King are: Mr. Frank Dipede, President Mr. Domenic Baldesarra, Vice President Mr. Peter Baldesarra, Treasurer Mr. Steve Polsinelli, C.R.T. , Secretary Mr. Frank Depede is still the President of Craftwood and the other personnel mentioned held various positions with Craftwood. All equipment to be used by Mar-King an this project is owned by the Company with no financing On it. The Company is sound financially according to their Bank Manager. Based on our research we can recommend that the contract be awarded to Mar-King Construction.
