MIX) AND HL3 (HOT MIX)
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That Report TR-43-91 be received;
2 . That Harnden and King Construction, Brooklin, Ontario,
with a total bid in the amount of $103,960.00, being
the lowest responsible bidder meeting all terms,
conditions and specifications of Tender NW91-16, be
awarded the contract to supply Emulsified Asphalt
Patching Material (cold mix) and HL3 (hot mix) on an
"as required" basis, to the Town of Newcastle; and
3 . That the funds expended be provided from the approved
1991 Public Works Road Maintenance budget, FORTHWITH.
BACKGROUND AND COMMENT:
Tenders were publicly advertised and invited for the supply and
delivery of approximately 2,000 tonnes of Emulsified Asphalt
Patching .Material (cold mix) and approximately 400 tonnes of -HL3
(hot mix) , as required by the Department of Public Works .

After review and analysis of the tenders by Public Works and
Purchasing, it was agreed that Harnden and King Construction,
Brooklin, Ontario, be recommended for the contract award to
supply Emulsified Asphalt Patching Material (cold mix) and HL3
(hot mix) , to the Town of Newcastle as required by the Department
of Public Works .
The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department
needs, specifications, etc. , should be referred to the
Director of Public Works .
The 1991 prices for cold mix delivered reflects approximately a
four percent (4%) increase over the previous year. As this
material is required immediately for road maintenance, a
forthwith approval is requested.
The subject firm have previously provided satisfactory service to
the Town of Newcastle.
