SUB,ECT: WD25-911 SUPPLY, • DELIVERY AND APPLICATION OF CALCIUM
CHLORIDE
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That Report TR-40-91 be received;
2 . That Miller Paving Limited, Unionville, Ontario, with
a unit price of $230. 37 (plus taxes) per tonne for bulk
Calcium Chloride (approximately 150 tonnes) being the
lowest responsible bidder meeting all terms, conditions
and specifications of the Region of Durham Co-Op Tender
WD25-91, be awarded the contract to supply and apply
Calcium Chloride, as required by the Town of Newcastle
Public Works Department;
3 . That Canadian Protective Products, Pickering, Ontario,
with a unit price of $331.25 (plus taxes) per tonne for
flaked Calcium Chloride (in 40 kilo bags) being the
lowest responsible bidder meeting all terms, conditions
and specifications of the Region of Durham Co-Op Tender
WD25-91, be awarded the portion of the contract,
to supply and deliver approximately five (5)
tonnes each to both the Hampton and Orono Yards, as
required by the Town of Newcastle Public Works
Department; and
4 . That the funds expended be drawn from the approved 1991
Budget allocation for Public Works Road Maintenance,
forthwith.

BACKGROUND AND C0101EENT:
The Town of Newcastle joined the Regional Municipality of Durham
on a Co-Operative basis to tender for the supply and application
of Calcium Chloride products .
The bids were tabulated as follows:

Mississauga, Ontario Orono Yard (40 kilo bags) $343. 16
NOTE: The above prices exclude the Federal Goods and Services Sales Tax
and the Provincial Retail Sales Tax.
After review and analysis of the bids by Purchasing and Public Works, it
was mutually agreed that the bid from Miller Paving Limited, Unionville,
Ontario, be recommended for the contract for bulk Calcium Chloride and
that Canadian Protective Products, Pickering, Ontario, be recommended
for the contract for flaked Calcium Chloride in 40 kilo bags .
The Treasurer has reviewed the funding requirements and concurs with the
recommendation. Queries with respect to department needs,
specifications, etc. , should be referred to the Director of Public
Works.
The tendered prices from Miller Paving Limited and Canadian Protective
Products reflect approximately a 10% and 3% decrease respectively over
those tendered in 1990 . However, the decrease is a result of the
removal of the Federal Sales Tax. The Goods and Services Tax and the
Provincial Sales Tax are in addition to the unit prices bid.

Due to the approaching summer season, a forthwith approval is requested.
Miller Paving Limited and Canadian Protective Products have previously
performed satisfactorily for the Town of Newcastle.
