RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That Report TR-38-91 be received;
2 . That Girardin Corporation, Cambridge, Ontario, with
a total bid of $53,534 . 80 (all taxes included) , being
the lowest responsible bidder meeting all terms, conditions
and specifications of Tender NW91-7, be awarded the
contract for the supply and delivery of One ( 1) Only Handi
Transit Vehicle; and
3 . That funds in an approximate amount of $54, 634 .80 be drawn
from the approved 1990 and 1991 Current Budgets, account
#7216-00002-X (Capital Grant Account) .
BACKGROUND AND COMMENT:
A tender was publicly advertised and invited for the supply and
delivery of One ( 1) Only 1991 model Handi Transit Vehicle, as required
by the Town of Newcastle.

Subsequently, tenders were received and tabulated as follows:

As outlined in the attached letter, marked Schedule "A" , from
Mr. Douglas Manual, General Manager of Handi Transit Incorporated, the
vehicle tendered by Leeds Transit Sales Ltd. , does not meet the
necessary specifications . The Leeds vehicle does not meet the
required five (5) wheelchair and four (4) ambulatory passenger
capacity.
Also attached is a letter from Mr. Peter Leyland, Ministry of
Transportation, marked Schedule "B", which confirms the Ministry's
approval of this award with respect to the Provincial Grant in the
amount of fifty percent (50%) .
The required funds will be drawn from account #7216-00002-X, as
approved in the 1990 and 1991 Current Budgets .
Funding in the amount of $53,600 .00 was included in the 1990 budget,
as reflected on page 118 of the 1990 Current Budget. An additional
amount of $5, 000 . 00 was provided for in the 1991 Current Budget. In
addition to the total bid price is the cost of a radio, estimated to
be $1, 100 . 00. This brings the total estimated funds to $54,634 . 80 .
The Treasurer has reviewed the funding and concurs with the
recommendation.

After review and analysis of the bids by both Purchasing and Handi
Transit Incorporated, it was mutually agreed that the bid from
Girardin Corporation, Cambridge, Ontario, be recommended for the
tender award for the supply and delivery of One ( 1) Only 1991 Model
Handi Transit Vehicle, as required by the Town of Newcastle.
The subject firm have provided satisfactory service for several other
area Municipalities .

Dear Mrs . Birkett :
I recommend the Town of Newcastle accept the 1991 Girardin
Corporation tender as this vehicle meets all our specifications .
With regard to the Leeds Transit tender, I met with Mr. Bruce
Young , salesman for Leeds Transit , to discuss interior layout .
Having tried various seating configuration I discovered this
vehicle could not meet our required five wheelchair and four
ambulatory passenger capacity. This was due , in part, to the fixed
forward facing seats . The tender had indicated this vehicle came
with sliding seats but it does not , Mr . Young confirmed this and
said they could not supply them. Therefor this vehicle does not
meet our specifications .

I have reviewed the documentation you provided on the tender for
the above. Bids were received from five companies and they were
Leeds Transit Sales, Girardin Corporation, Bahn Mobility
Corporation, Overland Custom Coach Incorporated, and Capital Bus
Sales who provided two bids .
The lowest bid to meet your specifications was from Girardin
Corporation. Your recommendation that they be awarded the
contract is acceptable to the ministry.
Provincial subsidy will be provided as outlined below:
