RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That Report TR-32-91 be received;
2 . That Joe Johnston Equipment Inc. , Newmarket, Ontario,
with a total bid of $108,673 . 30 (including all taxes) ,
being the lowest responsible bidder meeting all terms,
conditions and specifications of Tender NW91-10, be
awarded the contract to supply and deliver one ( 1) only
Vacuum Street Sweeper, to the Town of Newcastle, as
required by the Department of Public Works; and
3. That the funds be drawn from the 1991 Public Works
Department Capital Budget, Account #2900-00010-0000 .
BACKGROUND AND COMMENT:
Tenders were publicly advertised and invited for the supply and
delivery of one ( 1) only Vacuum Street Sweeper, as required by
the Department of Public Works .

Upon review of the low bid, it was revealed that the equipment
proposed does not meet the tender specifications in the following
areas:
Part B - Item 13 - Catch Basin Cleaner
For safety reasons, the specifications require that the assembly
be top mounted and capable of 360 degrees rotary movement. The
equipment proposed has the assembly located at the back-end of
the sweeper.
In addition, staff have been advised that the Township of Scugog
recently purchased a vacuum sweeper from this company and the
equipment's performance was unsatisfactory.
With respect to the bid submitted by Joe Johnston Equipment Inc . , an
optional 250 gallon auxiliary water tank is proposed at a total
additional cost of $5, 175 .00 . The firm has also offered a trade-in
price of $42,000 . 00 on the existing Johnston Sweeper 400 Series . It
is staffs ' opinion that the trade-in offered is in excess of any
amount that would be received at the fall Regional Auction Sale.
Acceptance of the optional auxiliary water tank and the trade-in
brings the total required funds to an amount of $108,673. 30 .

The required funds are to be drawn from the 1991 Public Works
Capital Budget Account #2900-00010-0000 and are within the $110,000.00
budget amount, as reflected in the 1991 Capital Budget.
The Treasurer has reviewed the funding and concurs with the
recommendation. Queries with respect to department needs,
specifications, etc. , should be referred to the Director of Public
Works.
After further review and analysis of the bids by Purchasing and Public
Works, it was mutually agreed, that the low bid from Joe Johnston
Equipment Inc. , Newmarket, Ontario, be recommended for the tender
award. It is also recommended that the optional 250 gallon auxiliary
water tank, as well as the trade-in of the existing 1987 Johnston
Sweeper, be accepted.
The subject firm have previously performed satisfactorily for the Town
of Newcastle.
