MEETING: GENERAL PURPOSE AND ADMINISTRATION COMMITTEE

SUB,JECT: ORONO WOODS/WALK'PARK PROJECT, PHASE I - RFP91-1
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That Report TR-28-91 be received;
2 . That Council accept the proposal from Pro Lawn
Landscaping, Orono, Ontario, based on an hourly cost of
$10 . 85 for labour, plus G.S.T. , to provide the
necessary labour and equipment to complete the Orono
Woods/Walk Park Project, Phase I, as required by the
Department of Community Services;
3 . That the procedures set out in the Purchasing By-law
#82-92, Section #5, Paragraph 04, be waived for this
particular transaction; and
4 . That the funds be drawn from the Community Services
1990 Capital Budget, Account #1110-156-X.
BACKGROUND AND COMMENT:
The Orono Woods/Walk Park Project, Phase I is a very labour
intensive project which requires the use of a variety of heavy
equipment. As the actual method of completing the work may vary
from contractor to contractor, a request for proposal was
publicly advertised and issued, thereby giving all interested
contractors an opportunity to participate in the bidding process .
This type of process will also allow for the maximum amount of
work to be completed for the funds available. The proposal

requested hourly pricing for labour, as well as various pieces of
equipment such as skidster, backhoe and bulldozer. To ensure
that all contractors understood the details of the project to be
completed, a site meeting was held with all interested parties
being invited to attend. As a condition of the bidding process,
it was mandatory that the contractor be in attendance at this
meeting.
Subsequently, proposals were received and tabulated as follows:

Note: G.S.T. is not included in any of the above amounts and
is applicable.

The required funding in an amount of $75,000 .00, which included
approximately $10,000 . 00 for consulting costs, $20,000. 00 for
materials and $45,000. 00 for labour and equipment, was included in the
Community Services 1990 Capital Budget, as reflected on page #190 of
the 1990 Capital Budget. Funding for this project was carried over
from 1990 . The project is financed through the Community Services Lot
Levy Reserve Fund account #1110-156-X and therefore has no direct 1991
tax impact.
The Treasurer has reviewed the funding and concurs with the
recommendation. Queries with respect to department needs,
specifications, etc. , should be referred to the Director of
Community Services .
After further review and analysis of the proposals by both Purchasing
and Community Services, it was mutually agreed that the low bidder,
Pro Lawn Landscaping, Orono, Ontario, be recommended for the contract
to supply all necessary labour and equipment to complete the Orono
Woods/Walk Park Project, Phase I, based on the hourly rates submitted,
with the total expenditure not to exceed the budget allocation.
The subject firm have previously performed satisfactorily for the Town
of Newcastle.
