SU&ECT: TENDER NW91-8, SURFACE TREATMENT
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That Report TR-27-91 be received;
2 . That Miller Paving, Unionville, Ontario, with a total
bid in the amount of $302,429 .08, being the lowest
responsible bidder meeting all terms, conditions and
specifications of Tender NW91-8, be awarded the
contract forthwith to supply and apply Surface
Treatment to various roads as required by the Town of
Newcastle; and
3 . That the funds be provided from the 1991 Department of
Public Works Road Maintenance budget.
BACKGROUND AND COMMENT:
Tenders were publicly advertised in the Canadian Statesman, as
well as the Daily Commercial News. In addition to advertising,
seven (7) contractors were invited to bid.
Subsequently, tenders were received and tabulated as follows:

The unit prices for the H.F. 150S, which represent the major
portion of the contract, is approximately a four percent (4%)
increase over the 1990 prices. See Schedule "A" attached for
Prime and Surface locations. The number of bids received is
consistent with previous years.
The total funds required for Tender NW91-8, Surface Treatment are
included in the Department of Public Works Road Maintenance
budget. The total funds allocated for the Prime and Surface
contract plus the Pulverizing contract is $450,000 .00. Of this
amount, $296,850 .00 was estimated for the Prime and Surface
portion. Although the total bid is slightly over the estimate
the total funds required for Tender NW91-9 Pulverizing and
NW91-8 Prime and Surface is $330,840.99 which is well within the
total budget amount of $450,000 .00 .
The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department
needs, specifications, etc. should be referred to the Director of
Public Works.
As the work included in this tender is to be completed by July 8,
1991, a forthwith approval is requested.
After review and analysis of the tenders by Public Works and
Purchasing, it was mutually agreed that Miller Paving,
Unionville, Ontario, be recommended for the contract to Surface
Treat Town roads as required.
Miller Paving is an established reputable company which have a
proven record with the Town of Newcastle.
