S[JB,JECT' TENDER NW91-9, ASPHALT AND SURFACE TREATMENT PULVERIZING
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That Report TR-26-91 be received;
2 . That Municipal Road Pulverizing Inc. , Brampton,
Ontario, with a total bid of $28,411.91, being the
lowest responsible bidder meeting all terms, conditions
and specifications of Tender NW91-9, be awarded the
contract forthwith for Asphalt and Surface Treatment
Pulverizing; and
3. That the funds be drawn from the approved 1991
Department of Public Works Road Maintenance budget.
BACKGROUND AND COMMENT:
Tenders were publicly advertised in local papers, as well as the
Daily Commercial News.

Subsequently, bids were received and tabulated as follows:

The total funds required for Tender NW91-9, Asphalt and Surface
Treatment Pulverizing are included in the Department of Public
Works Road Maintenance budget. The total funds allocated for the
Pulverizing contract plus the Prime and Surface contract is
$450,000 .00 . Of this amount, $39,500.00 was estimated for the
Pulverizing portion.
The Treasurer has reviewed the funding and concurs with the
recommendation. Queries with respect to department needs,
specifications, etc. , should be referred to the Director of
Public Works .
The tendered unit prices represent an average thirty percent
(30%) decrease over the 1990 prices.
See Schedule "A" attached for copy of specifications and list of
roads requiring Asphalt and Surface Treatment Pulverizing.
Although the subject firm have not previously performed for the
Town of Newcastle, they have been highly recommended by both the
City of Niagara Falls and The County of Oxford.
As the work included in this tender is to be completed by June 3,
1991, a forthwith approval is requested.
After review and analysis of the bids by both Purchasing and
Public Works, it was mutually agreed that Municipal Road
Pulverizing Inc. , Brampton, Ontario, be recommended for the
contract for Asphalt and Surface Treatment Pulverizing.
