CT' TENDER NW91-3, PLUMBING SERVICES
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That Report TR-16-91 be received;
2 . That Rigby Mechanical, Bowmanville, Ontario, with bid
prices of $29 . 00 per hour for Journeyman Plumber and
$19 . 00 per hour for Journeyman Plumber's Helper be
awarded the contract to provide Plumbing Services for a
six (6) month period with an optional further six ( 6 )
months, as required by the Town of Newcastle for 1991;
and
3. That the funds expended be drawn from the various 1991
Current Budget accounts .
BACKGROUND AND COMMENT:
Tenders were publicly advertised and called for to provide
Plumbing Services as required •by the Town of Newcastle for 1991.
Subsequently, tenders were received and tabulated as per Schedule
"A" attached. The bid prices represent a 0% increase over the
1990 contract prices .
The required funds will be drawn from the various 1991 Current
Budget accounts .

Although the subject firm has not provided service recently for
any local firms, they have provided satisfactory service for
several firms in the Toronto area. The references provided have
been contacted by the Purchasing and Supply Agent and each of
them maintained that prompt, efficient service was received.
However, staff have some concerns with respect to the response
time and available staff the subject firm will be able to provide
based on the current volume of work they currently perform in the
Toronto area.
For the information of Council, the Town of Newcastle spent
approximately $35,000 .00 to $40,000 . 00 for Plumbing Services
during 1990 .
After further review and analysis of the bids by Purchasing,
Community Services and Public Works, it is respectfully
recommended that Rigby Mechanical, Bowmanville, Ontario, be
awarded the contract to provide Plumbing Services to the Town of
Newcastle for a six (6) month period with an optional further six
(6) months pending satisfactory performance. All other terms,
conditions and pricing to remain firm for twelve ( 12) months .
The subject firm is agreeable to the terms of this
recommendation.
