HomeMy WebLinkAboutTR-15-91 S TOWN OF NEWCASTLE REPORT File # "i I I �s; ����U Re$. # -� By-Law # MEETING: GENERAL PURPOSE & ADMINISTRATION COMMITTEE DATE: February 4, 1991 REPORT #: TR-15-91 FILE #: SUBJECT: TORNADO RELIEF RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: That report TR-15-91 be received for information and any appropriate action. BACKGROUND & COMMENTS: At the Council meeting of January 14, 1991, Mr. Don Welsh appeared as a delegation to request the Town's financial assistance for the victims of the tornado. Mr. Welsh, in conjunction with the local Rotary Club have continued with their efforts to help financially, those individuals who suffered damage in the tornado of August 28, 1990 . The Town made a request to the Provincial Disaster Relief Program to have the area declared as a disaster "in order to take advantage of the 3 to 1 funding assistance. However, the . . .2 i r` j / TR-15-91 Page 2 Ministry did not regard the damage as widespread and therefore there were no funds available from the Province to help defray the costs to the property owners. In addition, the Ministry verbally recommended that the Municipality would not likely be regarded as eligible to obtain a charitable registration number for receipt purposes as a result of the refusal by the Province to recognize the area under the Disaster Relief Program. They did suggest that the Rotary Club could request that their existing charitable registration number criteria be expanded to include the tornado relief effort. In recognition of the widespread damages that have been sustained as a result of a natural disaster by the area ratepayers, Council may wish to consider a contribution toward the fundraising efforts to a maxiumum of $20,000 on the basis of 1: 1 ratio for every dollar raised. This could be reflected as a grant in the 1991 budget. In order for Council to be assured that the funds have been properly administered if such a course of action is taken by Council, it would be appropriate that the fundraising Committee report back to Council on the disbursement of those funds at the completion of the campaign.
