SUBJECT: TENDER NW90-431 HANDI TRANSIT VEHICLE
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That Report TR-7-91 be received;
2 . That Girardin Corporation, Cambridge, Ontario, with a
total bid of $50,363 . 64 (plus 7% G.S.T. ) , being the
lowest responsible bidder meeting all terms, conditions
and specifications of Tender NW90-43, be awarded the
contract for the supply and delivery of One ( 1) Only
Handi Transit Vehicle;
3. That funds in the amount of $53,600 . 00 be drawn from
the approved 1990 Capital Budget, Account
#7216-00002-X; and
4 . That additional funds in an amount of $1, 128 .00 (for
radio equipment and G.S.T. ) be provided for in
the 1991 Capital Budget.
BACKGROUND AND COMMENT:
A tender was publicly advertised and invited for the supply and
delivery of One ( 1) Only 1989 model Handi Transit Vehicle as
required by the Town of Newcastle.

** Note: The proposed Goods and Services Tax is not included in any
of the above prices and will be applicable
As outlined in the attached letter, marked Schedule "A" , from
Mr. Douglas Manual, General Manager of Handi Transit Incorporated, the
vehicle tendered by Leeds Transit Sales Ltd. , does not meet the
necessary specifications . The Leeds vehicle has a rounded ceiling
which does not provided the head room necessary for disabled
ambulatory passengers .
Also attached is a letter from Mr. Peter Leyland, Ministry of
Transportation, marked Schedule "B" , which confirms the Ministry's
approval of this award with respect to the Provincial Grant in the
amount of fifty percent (50%) .
Funding in the amount of $53,600. 00 was included in the 1990 Capital
Budget as reflected on page #118 of the 1990 Current Budget. In
addition to the total bid price are the Goods and Services Tax (7%) ,
as well as the cost of a radio, estimated to be $1,100 . 00 . This
brings the total estimated funds required to $54,727 .95 .
It is therefore proposed that funds in an amount of $1, 128. 00 be
provided for in the 1991 Capital Budget and that funds in the amount
of $53,600 .00 be drawn from Account #7216-00002-X, as approved in the
1990 Capital Budget.

The Treasurer has reviewed the funding and concurs with the
recommendation.
After review and analysis of the bids by both Purchasing and Handi
Transit Incorporated, it was mutually agreed that the bid from
Girardin Corporation, Cambridge, Ontario, be recommended for the
Tender award for the supply and delivery of One ( 1) Only 1989 Model
Handi Transit Vehicle, as required by the Town of Newcastle.
The subject firm have provided satisfactory service for several other
area Municipalities .

Dear Lou Ann:
As requested I am sending the following recommendation with regard
to the purchase of a new Handi Transit van.
1 . The vehicle tendered by the Girardin Company is the one presently
used by Oshawa, Whitby, Scugog and Uxbridge Handi Transit. This
vehicle meets all our requirements and the company provides
excellent service .
2 . The vehicle tendered by the Leeds Transit Company is a converted
school bus . This company is the last to sell this type of vehicle
as all other bus companies have discontinued them in favour of
vehicles especially built for transporting the physically disabled.
A major drawback with the school bus conversion is the interior
height ( see specification item #5 under vehicle body - page #8of
the Leeds tender) . Withdisabled ambulatory passengers , the need
for proper head room is essential . The Leeds converted school bus,
with its rounded ceiling , does not provide this head room and in
turn does not meet our specifications .
To stay within budget and provide a vehicle which meets all of our
passengers ' needs , I am recommending that the Town of Newcastle
purchase the vehicle tendered by the Girardin Company.
TRANSPORTATION FOR THE DISABLED
Please note that the vehicle tenders do not include the new C.G.E.
mobile radio . This will be invoiced as a separate item to Canadian
General Electric .

Re: Purchase of One Specialized Transit Vehicle
- 1991 Capital Subsidy
I have reviewed the information you sent to me regarding the
tender for the above. Bids were received from Bahn
Mobility, Capital Bus Sales , Girardin Corp. , Leeds Transit
Sales , and Overland Custom Coach.
The lowest bid to meet your specifications came from
Girardin Corporation and your recommendation that they be
awarded the contract is acceptable to the Ministry.
Provincial Subsidy will be provided as outlined below:
Tendered price including delivery
and PST $50, 363 . 64
Ministry share 50% $25 , 181 . 82
Municipal share 50% $25 , 181 .82
Costs associated with pre-servicing are also eligible for
subsidy at the capital rate.

As this vehicle will not be delivered and paid for until
next year, the GST will have to be added to the cost. In
addition you will have to include the vehicle in your
five-year forecast and your 1991 Subsidy Allocation
