SUB,ECT: PRE-BUDGET TENDERING - 1991 BUDGET ROAD
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. That report TR-6-91 be received; and
2 . That approval be given to proceed with the following pre-
budget tendering as identified below:

1. Asphalt & Surface Treatment $ 450,000 Subsidy/tax
(High Float & Pulverizing) ($225,000/225,000)
2 . King St. (Hwy #2) $1,941,000 Subsidy/tax
(Mearns Ave. Reconstruction) ($1,706,000/235,000)
BACKGROUND & COMMENTS
The 1991 budget is tentatively scheduled to be brought to Council for
consideration and deliberations in February 1991.
As consistent with the practice over the past two years, it is recommended
that consideration be given to approval of an early tender call in advance
of the 1991 budget in order to take advantage of possible savings which
might result from the competitive situation that exists in the road
construction industry. Early tender call involves advertising the tender
and getting a commitment of prices within the timing as set by the tender
documents .

In addition to potential savings, the early tender call results in
performance of work early in the season. There is then less disruption to
traffic occurring on early tender calls since the bulk of the work would be
complete before the heaviest traffic time of summer.
The tendering process requires that Council approve the staff recommended
selection, so the final decision in these matters will be by Council
resolution.
