That Report TR-2-91 be received; 2 . That Provincial Traffic Signs, Port Perry, Ontario, with a total bid in the amount of $28, 000. 18 (plus seven percent (7%) G.S.T. ) being the lowest responsible bidder meeting all terms, conditions and specifications of Tender NW90-49, be awarded the contract to supply and deliver the 1991 Traffic and Street Sign Requirements to the Town of Newcastle; and 3 . That the funds expended be drawn from the 1991 budget allocation for Traffic and Street Signs . BACKGROUND AND COMMENT: Tenders were publicly advertised and called for the supply and delivery of various Traffic and Street Signs as required by the Town of Newcastle. Subsequently, tenders were received and tabulated as follows: J Page - 2 - TR-2-91 TENDER NW90-49, 1991 TRAFFIC AND STREET SIGN REQUIREMENTS Bidder Total Bid Amount Picard Industries Inc. $ 6,480 . 00 *incomplete bid St. Pierre, Quebec Provincial Traffic Signs $28,000. 18 *amended bid - Port Perry, Ontario extension error Trillium Traffic Signs $44,067 .42 Elmira, Ontario Note: The proposed Goods and Services Tax is not included in any of the above prices and will be applicable. The contract resulting from this tender will cover the supply and delivery to the Town of Newcastle on an "as required" basis, the various signs listed on Schedule "A" attached, during the period ending December 31, 1991 . The low bid received from Picard Industries Inc. , St. Pierre, Quebec, is incomplete in that they are able to supply the hardware only as they do not manufacture street signs . After further review of the bids by both Public Works and Purchasing, it was mutually agreed that Provincial Traffic Signs, Port Perry, Ontario, be recommended for the contract award to supply and deliver Traffic and Street Signs as required by the Town of Newcastle. The unit prices from Provincial Traffic Signs represents an approximate decrease of five percent (5%) to thirty percent (30%) over the unit prices for the 1990 contract. The required funds will be drawn from the 1991 budget allocation for Traffic and Street Signs . The Treasurer has reviewed the funding and concurs with the recommendation. Queries with respect to department needs, specifications, etc . , should be referred to the Director of Public Works . The subject firm has previously performed satisfactorily for the Town of Newcastle.
