RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That Report TR-103-89 be received;
2 . That Gerr Construction, Bowmanville, Ontario, with a
total bid in the amount of $580,000 .00, being the
lowest responsible bidder meeting all terms, conditions
and specifications of Tender T89-39, be awarded the
contract for the Construction of the Northern Fire
Station, as required by the Fire Department;
3. That the funds required in the amount of $300,000 . 00
be drawn from the approved 1989 Fire Department
Capital budget, Account #7102-00006-0501; and
4 . That the balance of the funds required be included in
the 1990 Fire Department Capital budget.

TENDER T89-39, NORTHERN FIRE STATION
BACKGROUND AND COMMENT:
Tender specifications were provided by Phillips Barratt Kaiser
for the construction of the Northern Fire Station, as required
by the Fire Department.
Tenders were advertised in the local papers, as well as the
Daily Commercial News. Subsequently, tenders were received and
tabulated as follows :

The original Engineer's estimate for the contract was
$ 297, 000 . 00 .
The low bid of $ 580,000. 00 is substantially over the 1989
budget allocation of $ 300,000. 00.
Other associated costs are estimated at $ 26,700 . 00 for
Engineering Services, $ 4,000. 00 miscellaneous testing and
$ 2,000. 00 for Hydro services, which brings the total required
funds to $ 612,700. 00 .

TENDER T89-39, NORTHERN FIRE STATION
The construction of this facility is listed in the 1989 Capital
Budget on Page 90, Item #1.
The high bid prices are attributed to; winter construction,
additional paving required, a busy construction season and the
underestimating of the project on the part of the consultant.
The low bidder has previously performed satisfactorily for the
Town of Newcastle.
The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department
needs, specifications, etc . , should be referred to the Fire
Chief.
After further review and analysis of the bids by the Fire Chief,
Phillips Barratt Kaiser and Purchasing, it was mutually agreed
that the low bidder, Gerr Construction, Bowmanville, Ontario, be
recommended for the contract for the Construction of the Northern
Fire Station. See attached letter from Phillips Barratt Kaiser
marked Schedule "A" .
