RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That Report TR-101-89 be received;
2 . That G.W.S. Landscaping, Bowmanville, Ontario, with
bid prices of $297 . 00, $ 96 . 00, $ 30. 00 and $360 . 00
per callout for snow clearing and $362 . 00, $ 98 . 00,
$ 40 . 00 and $440 . 00 per callout for sand/salt spreading
be awarded the contract forthwith to provide Snow
Clearing and Winter Maintenance for Sections I
(Bowmanville) , II (Newcastle) , III (Orono) and IV
(Courtice) , respectively, as required by the Town of
Newcastle for the 1989/90 winter season;
3. That D & F Snow Removal, Bowmanville, Ontario, with a
bid price of $140. 00 per callout for snow clearing and
$150 . 00 per callout for sand/salt spreading be awarded
the contract forthwith to provide Snow Clearing and
Winter Maintenance for Section V (Community Services

Parking Lots) , as required by the Town of Newcastle
for the 1989/90 winter season; and
4 . That the funds expended be drawn from the 1989 and
1990 Winter Maintenance budgets for the respective
departments .
BACKGROUND AND COMMENT:
Tenders were publicly advertised and called for the Snow Clearing
and Winter Maintenance of Sidewalks and Parking Lots within the
Town of Newcastle, as required by the Department of Public Works .
Although the contract includes the requirements of Public Works,
Planning and Development (By-Law) and Community Services, the
callout and monitoring is the responsibility of the Department
of Public Works . In order to ensure that all potential bidders
understood the Tender specifications and general conditions a
Pre-tender meeting was held on Monday, November 6, 1989 . The
general conditions of the Tender stipulated that all contractors
bidding on the Tender must attend the meeting and that failure to
do so would disqualify their bid submission.

The above tendered amounts reflect the total cost to clear snow
and sand and salt all the locations specified in the Tender for
one ( 1) time only. The locations as tendered are indicated on
Schedule "A" attached.
The terms and conditions of the Tender stipulate that the Town of
Newcastle reserves the right to award "any" or "all" items to
separate bidders .
After further review and analysis of the Tenders by both the
Public Works Department and Purchasing, it was mutually agreed
that G.W.S . Landscaping, Bowmanville, Ontario, be recommended
for the contract to supply Snow Clearing and Winter Maintenance
as required by the Town of Newcastle for Sections I, II, III and
IV, and that D & F Snow Removal, Bowmanville, Ontario, be
recommended for Section V. Due to the approaching winter season
a forthwith approval is requested.
The tendered prices represent an approximate increase of eighteen
percent ( 18%) for Section I, two hundred and eight percent (208%)
for Section II, seventeen percent ( 17%) for Section III and
two hundred and fifty percent (250%) for Section IV. Section V
was not part of this contract for the 1988/89 winter season.
Although the percentage increases are significant, the actual
remittances to these vendors over the 1988/89 season is in the
neighbourhood of $35,500 . 00 for G.W.S. Landscaping and $ 8,800 . 00
for D & F Snow Removal and therefore, do not represent material
monetary increases .

These increases are attributed to the fact that in prior years
the Town of Newcastle has provided the required sand and salt
to the contractors. As this method has become very difficult
to monitor, the contract terms for the 1989/90 contract were
changed in that it is now the contractors' responsibility to
provide the sand and salt. There have also been additional
locations added to the contract since the 1988/89 winter season.
Section I has increased from thirty-seven (37) locations to thirty-
nine (39 ) , Section II from four (4) to nine (9) and Section IV from
fourteen ( 14) to twenty-six (26) .
The Treasurer has reviewed the funding requirements and concurs with
the recommendation. Queries with respect to Department needs,
specifications, etc . , should be referred to the Director of Public
Works .
Both D & F Snow Removal, Bowmanville, Ontario and G.W.S. Landscaping,
Bowmanville, Ontario, worked satisfactorily for the Town of Newcastle
during the 1988/89 winter season.
