SUBJECT: TENDER T89-40, CONSTRUCTION OF WATER SERVICES -
FIRE STATION #4
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That Report TR-94-89 be received;
2 . That Dave Boyle Excavating, Bowmanville, Ontario,
with a total bid in the amount of $ 18,499 .00,
being the lowest responsible bidder meeting all
terms, conditions and specifications of Tender
T89-40, be awarded the contract for the Construction
of Water Services, Fire Station #4, as required by
the Fire Department; and
3. That the funds be drawn from the Construction of a
Sanitary Sewer and Water Line Reserve, Fire Station #4,
Courtice, Account #2900-00022-0000 .
BACKGROUND AND COMMENT:
Tender specifications were provided by Totten Sims Hubicki
Associates for the Construction of Water Services for Fire

Station #4, as required by the Fire Department.
Tenders were advertised in the local papers, as well as the
Daily Commercial News. Subsequently, tenders were received
and tabulated as follows:

The funds for this service will be withdrawn from the
Construction of a Sanitary Sewer and Water Line Reserve,
Fire Station #4, Courtice, Account #2900-00022-0000. For reasons
explained in the attached memo, marked Schedule "A" , from the
Acting Fire Chief, this expenditure was not included in the 1989
Capital Budget.
The engineer's estimate for the contract was $ 18,200.00 . Other
associated costs are estimated at $ 2,000. 00 for Engineering
Services .
The subject firm have previously performed satisfactorily for
the Town of Newcastle.
The Deputy Treasurer has reviewed the funding requirements and
concurs with the recommendation. Queries with respect to
department needs, specifications, etc. , should be referred to

the Acting Fire Chief.
After further review and analysis of the bids by the Fire
Department, Totten Sims Hubicki Associates and Purchasing, it
was mutually agreed that the low bidder, Dave Boyle Excavating,
Bowmanville, Ontario, be recommended for the contract for the
Construction of Water Services for Fire Station #4 . See
attached letter from Totten Sims Hubicki Associates, marked
Schedule "B" .

TO: Lou Ann Birkett, Purchasing & Supply Agent.
FROM: M. Creighton, Acting Fire Chief.
DATE: October 31 , 1989.
SUBJECT: Tender 89-40 - Construction of services for Station #4

As per our discussion of this date, the funds for this service will be
withdrawn from Reserve Account 2900-00022-0000. This account was es-
tablished for the connection of Station #4, on Trull 's Road, Courtice,
to Town sewer and Regional water, once these services were available.
The funds were not included in the 1989 Captial Budget as this depart-
ment was not aware when these services would be ready for connection
to the station. The Regional water is now available and since we are
presently using bottled water at this station we would like to have
the municipal water installed, prior to winter.
The sewer connection will take place once the sanitary sewer line has
been extended far enough north on Trull 's Road to allow connection.
It is hoped that this will be within the next year, at which time the
funds will also be withdrawn from this account.

Re: Contract No. T89-40, Water Services, Fire Station No. 4.
Trull's Road, Town of Newcastle,
We have reviewed the tenders with your letter dated October 30, 1989 and find
them to be correct, Your letter indicates that documentation with the bids was
in order, The cheques of the two lowest bids shall be retained until a
contract has been executed,
Boyle Excavating, the low bidder, has performed a number of contracts with our
firm including work for the Town of Newcastle. The most recent contract was
the servicing of Penwest Subdivision Phase III, Bowmanville, Contract No.
8548 , The work was performed in a very satisfactory manner under difficult
site conditions. We, therefore, recommend acceptance of the low bid,
Work is scheduled to be completed by December 8, 1989.
