HomeMy WebLinkAboutTR-70-89 ADDENDUM TOWN OF NEWCASTLE A6 �t REPORT File Res. # By-Law # MEETING: COUNCIL MEETING DATE: July 24, 1989 REPORT #: ADDENDUM TO - TR-70-89 FILE #: SUBJECT: TENDER T89-24, SUPPLY AND INSTALLATION OF SNOW PLOW HARNESS, PLOWS AND WINGS RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. That Report TR-70-89, be received; 2. That London Machinery, London, Ontario, with a total bid of $13,140.36, being the lowest responsible bidder meeting all terms, conditions and specifications of Tender T89-24, be awarded the contract to supply Snow Plow Equipment to one (1) only Cab and Chassis as provided by the Town of Newcastle; and 3. That the funds be drawn from the approved 1989 Public Works Fleet Account. BACKGROUND AND COMMENT: A Tender was publicly advertised and invited for the supply and installation of Snow Plow Equipment, Plows and Wings, as required by the Department of Public Works. It is estimated that the nnot for Town of Newcastle Staff to install this equipment is $ 2,650.00. The installation cost estimate is based on last year's cost of $2,500.00 plus sir percent (6%) . In 1988, the Town staff installed two plow harnesses complete. This was their first attempt and they are confident that based on the previous experience, that they can do the work for a Ieooez cost by utilizing previous experience. In addition, the installation was somewhat complex, in that more work than normal was required because the trucks in I988 were of a set back front axle type, which required relocating the air tank and filters to allow sufficient space to install the wing plow tower. The hydraulic control tower in the cab is set up for a single operator, which can also be used in dual operation if required. The Public Works DeDartieot fleet superintendent would prefer to oversee the installation, of the Plow harness and controls which may require some modifications depending the configuration of the new truck which has not yet been delivered. The new truck delivery is expected within a couple of omutbo, however, new vehicle deliveries are very often later than promised. By ordering the plow and boroeao at this time, and assuming fall delivery of the new truck, Town staff is confident that the new unit will be on the road and ready for use in time for this years winter maintenance season. However, if installation is left op to the supplier of the plow and harness equipment, an additional two omotbo or more of waiting is not inconsistent with today's market. In the event that the installation was included the Town would be faxed with delivery and picking up of the truck to and from the snow plow boroeoo supplier, and at least two trips by the fleet superintendent to the suppliers' premises to ensure that the installation was completed to the Town's satisfaction. The estimated cost of $2,850.00 for the Town staff to install is firstly a "not to exoeeed^ estimate which may in fact result in a oVat somewhat Ieeo than the upset figure, and secondly is not actually costing more than the uoznaI payroll, which is actually a net saving to the Town over the supplier installed tender price. In summary, the net coat to the Town to accept the London Machinery bid is $13,140.36, as well as the completed unit being ready for the upcoming winter maintenance season in time for this year's program. Page - 3 - TR-70-89 TENDER T89-24, SUPPLY AND INSTALLATION OF SNOW PLOW HARNESS, PLOWS AND WINGS This equipment will be installed on one (1) only new 50,000 G.V.W. Cab and Chassis, which is currently on order. Delivery of this cab and chassis is scheduled for approximately November 30, 1989. The required funds will be drawn from the approved 1989 Public Works Fleet Account from which there are adequate funds available. This is reflected in the Public Works Capital Budget, page 53, Item #5, as a 1976 Ford Dump Truck to be replaced. The budgeted cost on this equipment is $110,000.00; a portion of which is covered by Tender T89-24. The additional equipment will be added through subsequent tenders, in accordance with the budgeted amount. The Treasurer has reviewed the funding requirements and concurs with the recommendation. Queries with respect to department needs, specifications, etc. should be referred to the Director of Public Works. After review of the bids by Purchasing and Public Works, it was mutually agreed that the bid from London Machinery, London, Ontario, be recommended for the tender award, and that the equipment be installed by Town of Newcastle staff. London Machinery is a reputable company and have performed satisfactorily for the Town of Newcastle in past years.
