SUB,JECT: TENDER T89-26, ONE (1) ONLY CONTRACTORS DUMP BODY
RECOMMENDATIONS:
It is respectfully recoarnended that the General Purpose and Administration
Committee recommend to Council the following:
1. That Report TR-69-89, be received;
2. That Frink Canada, Cambridge, Ontario, with a total bid of
$11,156.32, being the most responsible bidder meeting all terms,
conditions and specifications of Tender T89-26, be awarded the
contract to supply and deliver one (1) only Contractors Dump Body
to the Town of Newcastle as required by the Department of Public
Works; and
3. That the funds be drawn from the approved 1989 Public Works
Fleet Account.
BACKGROUND AND COMMENT:
Tenders were publicly advertised and invited for the supply and delivery of
one (1) only Contractors Dump Body, as required by the Department of Public
Works.
Subsequently, tenders were received and tabulated as follows:

TENDER T89-26, ONE (1) ONLY CONTRACTORS DUMP BODY
In comparing the two (2) low bids, the following differences are noted:
Elston Industries Frink Canada
1. tarps not included included
2. frame weight 1350 lbs. 1565 lbs.
3. capacity 11.2 cu. yd. 12 cu. yd.
After further review and analysis of the bids by both Purchasing and Public
Works, it was mutually agreed that the Dump Body offered by Frink Canada,
be recommended for the tender award, as it is slightly larger and of heavier
construction. In addition, the Frink Canada body comes complete with a tarp,
where as the Elston Industries body does not.
The required funds will be drawn from the approved 1989 Public Works Fleet
Account from which there are adequate funds available. This is reflected in the
Public Works Capital Budget, page 53, Item #5, as a 1976 Ford Dump Truck to be
replaced. The budgeted cost on this equipment is $110,000.00; a portion of
which is covered by Tender T89-26. The additional equipment will be added
through subsequent tenders, in accordance with the budgeted amount.
The Treasurer has reviewed the funding requirements and concurs with the
recommendation. Queries with respect to department needs, specifications, etc.
should be referred to the Director of Public Works.
Frink Canada have previously performed satisfactorily for the Town of Newcastle.
