SUB,lECT: TENDER T89-22, ONE (1) ONLY CREW CAB AND CHASSIS (PART "A")
ONE (1) ONLY CONVENTIONAL CAB AND CHASSIS (PART "B")
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. That Report TR-61-89, be received;
2. That J.E. Quantrill Chev Olds, Port Hope, Ontario, with a total bid
in the amount of $ 19,224.00 being the lowest responsible bidder
' meeting all terms, conditions and specifications of Tender T89-22
}
Part "A" be awarded the contract to supply one (1) only Crew Cab
and Chassis, as required by the Town of Newcastle Department of
Public Works;
3. That Cowan Pontiac Buick Ltd., Bowmanville, Ontario, with a total
bid in the amount of $ 17,628.84 being the lowest responsible bidder
meeting all terms, conditions and specifications of Tender T89-22
Part "B", be awarded the contract to supply one (1) only
Conventional Cab and Chassis as required by the Town of Newcastle
Department of Public Works; and
4. That the funds expended be provided from the approved 1989 Public
Works Fleet Account.
BACKGROUND AND COMMENT:
A tender was publicly advertised and invited for the supply and delivery of
one (1) only Crew Cab and Chassis (Part "A") and one (1) only Conventional
Cab and Chassis (Part "B") , as required by the Department of Public Works.

Subsequently, tenders were received and tabulated as follows:

As part of the General Terms of the tender, bidders were advised that the
Town of Newcastle reserved the right to award Part "A" and Part "B" together
or seperately, whichever is in the best interest of the Town.
After review and analysis of the tenders by Public Works and Purchasing,
it was mutally agreed that J.E. Quantrill Chev Olds, Port Hope, Ontario, be
recommended for the contract to supply and deliver one (1) only Crew Cab and
Chassis (Part "A") , and that Cowan Pontiac Buick Ltd. , Bowmanville, Ontario, be
recommended for the contract to supply and deliver one (1) only Conventional
Cab and Chassis, as required by the Department of Public Works.
The required funds will be provided from the approved 1989 Public Works
Fleet Account, from which there are adequate funds available.
The Treasurer has reviewed the funding requirements and concurs with the
recommendation.
The funds for Part "B" Conventional Cab and Chassis are reflected in the 1989
Public Works Capital budget, page 53, item #4, in the amount of $ 301,0100.0101.
The total cost of the new vehicle complete with utility box (not included in
this tender) is estimated at approximately $ 25,000.00.
The funds for Part "A" Crew Cab and Chassis were included in the 1990
Public Works Capital budget, page 69, item #1.
In order that this vehicle may be utilized in 1989 and due to the fact that
several items have been bought at substantial savings, staff recommends that
this vehicle plus the dump box and hoist (T89-21) be purchased at this time
instead of the 19901 budget year.

The savings realized on 1989 equipment purchases are as follows:

*Please note that the actual cost for the Boomflail Mower includes the purchase
of the Tractor (P.O.#7047) , Broom attachment (P.O.#7048) , plus the Three Point
Hitch (P.O.#7064) .
The total cost of the Crew Cab and Chassis complete with Dump Box and Hoist,
is estimated at approximately $24,000.
An alternative recommendation would be for Council to award Part "B" only of
Tender T89-22. Tendering for Part "A" would then be deffered until approval
of the 1990 budget, however, pricing of the equipment would then be marginally
higher.
Queries with respect to the department needs, specifications, etc. , should
be referred to the Director of Public Works.
Although J.E. Quantrill Chev Olds, Port Hope, Ontario, have not previously
performed for the Town of Newcastle, they have satisfactorily provided vehicles
to the Town of Port Hope, as well as Newcastle Hydro. Cowan Pontiac Buick
Ltd. , Bowmanville, Ontario, have previously satisfactorily supplied vehicles
to the Town of Newcastle.
