SUBJECT: TENDER T89-14, TREE MAINTENANCE PROGRAM
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. That Report TR-60-89, be received;
2. That Ontario Line Clearing Services Ltd., Cobourg, Ontario, with a
total bid of $ 9,778.00, being the lowest responsible bidder meeting
all terms, conditions and specifications of Tender T89-14, be awarded
the contract for Tree Maintenance as required by the Department of
Public Works; and
3. That the funds be drawn from the 1989 approved Public Works
Road Maintenance budget.
BACKGROUND AND COMMENT:
A tender was publicly advertised in local papers and called for the supply
of all necessary labour, materials and equipment to perform the Tree
Maintenance Program as required by the Department of Public Works.
Subsequently, tenders were received and tabulated as follows:

TENDER T89-14, TREE MAINTENANCE PROGRAM
The 1987 Tree Maintenance contract was awarded to Asplundh Utility Services,
with a total bid of $ 20,8301.00. Although the total bid price from Ontario
Line Clearing Services Ltd. for the 1989 contract appears to be a substantial
decrease over the 1987 contract price, the Tree Maintenance Work Schedule
varies from year to year in size and number of trees, the locations and the
labour involved, thereby effecting the unit prices and the overall total bid.
A Tree Maintenance contract was not issued in 1988.
The required funds will be drawn from the 1989 approved Public Works Road
Maintenance budget and are well within the budget amount of $ 12,01010.00.
The Treasurer has reviewed the funding requirements and concurs with the
recommendation. Queries with respect to department needs, specifications, etc.
should be referred to the Director of Public Works.
After further review and analysis of the tenders by Public Works and
Purchasing, it was mutually agreed that Ontario Line Clearing Services Ltd.,
Cobourg, Ontario, be recommended for the contract award as tendered. Although
the subject firm have not previously performed for the Town of Newcastle
they are an established reputable company which have worked satisfactorily for
the Town of Cobourg, as well as Whitby Hydro. For the information of Council a
letter from Ontario Line Clearing Services Ltd., outlining their experience and
qualifications is attached marked Schedule "A".
