D89-11 TOWN OF NEWCASTLE/REGION OF DURHAM RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. That Report TR-57-89, be received; 2. That Contract No. D89-11, tendered jointly with the Region of Durham for Granular Shouldering and Hot Mix Paving, shown as Part "A", tendered by Harnden & King Construction Company Ltd. , be approved, forthwith, and 3. That the funds be drawn from the 1989 Public Works Capital Budget. BACKGROUND AND COMMENT: In 1988, the Director of Public Works in discussion with Works Staff at the Region of Durham agreed that significant savings could be realized by the Town under a co-operative tendering arrangement with the Region of Durham for Hot Mix Paving and Granular Shouldering. The opportunity to be included in the Region's tender has a definite cost advantage. For example: The Town's 1987 average cost per metric tonne was $ 45.00. The Region of Durham's 1987 average cost per metric tonne was $ 30.86. Please note that the number of metric tonnes and distances per location is significant. The unit prices tendered for 1989 reflect an approximate 0% - 20 increase over those tendered in 1988. Although the contract conditions include both the Region of Durham's requirements and the Town of Newcastle's requirements, they are not independent of each other but rather are considered as one complete 111 Page - 2 - TR-57-89 CO-OPERATIVE TENDER - CONTRACT NO. D89-11 TOWN OF NEWCASTLE/REGION OF DURHAM contract. Therefore, awarding of the contract by the Region automatically awards the Town's portion. In this instance the Town of Newcastle actually issues the purchase order to the Region, not the contractor, and pays their own invoices. The Region is recommending that Contract No. D89-11 be awarded to Harnden and King Construction Company Ltd. Part "A" of Contract No. D89-11 includes work to be done on behalf of the Town of Newcastle. The estimated cost of this work is $ 335,0001.0101, as outlined in the attached letter from the Region of Durham, marked Schedule "A". A copy of the tender document which outlines the locations is attached marked Schedule "B". Queries with respect to department needs, specifications, etc. should be referred to the Director of Public Works. As the Region of Durham expects to award the contract on June 28, 1989, a forthwith approval for the Town of Newcastle's portion is required.
