HomeMy WebLinkAboutTR-52-89 TOWN OF NEWCASTLE REPORT File # � %o Res. # By-Law # MEETING:GENERAL PURPOSE & ADMINISTRATION MEETING DATE: June 5, 1989 REPORT #TR 52-89 FILE #: SUBJECT: PORT GRANBY - NEWCASTLE ENVIRONMENT COMMITTEE HONORARIUM RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. That report TR-52-89 be received; and 2. That approval be given to the Port Granby-Newcastle Environment Committee to grant Mrs. Helen MacDonald an honorarium of $250. from their 1989 operating budget; and 3. That approval be given to the attached by-law which establishes the honorarium for the secretary of the Port Granby-Newcastle Environment Committee. BACKGROUND & COMMENT 1. A request notice was recently received from the Port Granby-Newcastle Environment Committee stating that a resolution had been passed at their regular monthly meeting which approved an annual honorarium of $250. . . .2 720 TR-52-89 Page 2 2. There is no prescedent set for Boards or Commissions of Council with respect to granting honorariums, however the Municipal Act, Section 240 p(1) states that Council may pass by-laws for paying remuneration to a member of council or other person who has been appointed by the council to serve as a member of a local board, or of any other body, and such remuneration may be determined in any manner that council deems advisable. 3. It is therefore recommended that this honorarium request be recognized, and the attached by-law be approved. Respectfully submitted, Recommended for presentation to the Committee Marie A. MAM/Pp 721 The Corporation of the Town of Newcastle By-law No. 89- being a by-law to establish an honorarium to be paid annually to the Secretary of the Port Granby- Newcastle Environment Committee Whereas, the Council of the Corporation of the Town of Newcastle considers it desirable to establish an honorarium to be paid to the Secretary of the Port Granby-Newcastle Environmental Committee; And Whereas, Section 240(1) of the Municipal Act, R.S.O., 1980, provides that "...the council of a municipality may pass by-laws for y paying remuneration to a member of council or other person who has been appointed by the council to serve as a member of a local board, as defined in the Municipal Affairs Act, or of any other body, . and such remuneration may be determined in any manner that council deems advisable." Now therefore, Be it enacted, and it is enacted as a By-law of the Corporation of the Town of Newcastle 1. That the Treasurer be authorized to be paid to the Secretary of the Port Granby-Newcastle Environment Committee, an honorarium for the year ending December 31, 1989, in the amount of $250.00; and 2. That in future years, the Port Granby-Newcastle Environment Committee will submit by December lst of each year, estimates of the expenses to be incurred in the following year, for Council approval in conjunction with the Corporation's annual estimates; and 3. That any change in the established honorarium will be clearly identified in the estimates submitted. BY-LAW READ a first and second time this day of June, 1989.
