HomeMy WebLinkAboutTR-43-89 TOWN OF NEWCASTLE REPORT File # It, Res. # ' _ - � By-Law # METING: GENERAL PURPOSE AND ADMINISTRATION COMMITTEE DATE: May 15, 1989 REPORT #: TR-43-89 FILE #: SU6.JECT: TENDER T89-19, SURFACE TREATMENT RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. That this report be received; and 2. That Miller Paving, Unionville, Ontario, with a total bid in the amount of $493,990.00, being the lowest responsible bidder meeting all terms, conditions and specifications of Tender T89-19, be awarded the contract to supply and apply Surface Treatment to various roads as required by the Town of Newcastle; and 3. That the funds be provided from the 1989 Department of Public Works Road Maintenance budget. BACKGROUND AND COMMENT: Tenders were publicly advertised in the Canadian Statesman, as well as the Daily Commercial News. In addition to advertising, seven (7) contractors were invited to bid. 715 Page - 2 - TR-43-89 TENDER T89-19, SURFACE TREATMENT Subsequently, tenders were received and tabulated as follows: Bidder Bid Amount Miller Paving $493,990.00 Unionville, Ontario Royel Paving $499,2501.00 Lindsay, Ontario The unit prices for the H.F. 150S, which represent the major portion of the contract, is a zero percent (0o) increase over the 1988 prices. See Schedule "A" attached for Prime and Surface locations. The number of bids received is consistant with previous years. The total funds required for Tender T89-19, Surface Treatment are included in the Department of Public Works Road Maintenance budget. Although the total bid amount is slightly above the budget estimate, the terms and conditions of this tender allows for up to a twenty-five percent (250) decrease in the estimated quantities without invalidating the contract. This would bring the total funds required well within the estimated budget. The total funds allocated for the Prime and Surface contract plus the Pulverizing contract is $484,000.00. Of this amount, $413,400.00 was estimated for the Prime and Surface portion. The Treasurer has reviewed the funding requirements and concurs with the recommendation. Queries with respect to department needs, specifications, etc. should be referred to the Director of Public Works. 716 Page - 3 - TR-43-89 TENDER T89-191 SURFACE TREATMENT After review and analysis of the tenders by Public Works and Purchasing, it was mutually agreed that Miller Paving, Unionville, Ontario, be recommended for the contract to Surface Treat Town roads as required. Miller Paving is an established reputable company which have a proven record with the Town of Newcastle.
