SUB,JECT: TENDER T89-201 ASPHALT AND SURFACE TREATMENT PULVERIZING
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. That this report be received; and
2. That Miller Paving, Unionville, Ontario, with a total bid of
$35,115.41, being the lowest responsible bidder meeting all terms,
conditions and specifications of Tender T89-20, be awarded the
contract for Asphalt and Surface Treatment Pulverizing; and
3. That the funds be drawn from the approved 1989 Department of Public
Works Road Maintenance budget.
BACKGROUND AND COMMENT:
Tenders were publicly advertised in local papers, as well as the Daily
Commercial News.
In addition to advertising, nine (9) contractors were invited to bid.

Bids were received and tabulated as follows:

This is the fourth year that the Town of Newcastle has issued a Tender for
Asphalt and Surface Treatment Pulverizing. For the first two (2) years, Miller
Paving was the only bid received. The reason for this is that most contractors
do not have the necessary equipment to perform the work required. Asphalt and
Surface Treatment Pulverizing is still a relatively new process and the required
equipment is very expensive for contractors to purchase.
The total funds required for Tender T89-20, Asphalt and Surface Treatment
Pulverizing are included in the Department of Public Works Road Maintenance
budget. The total funds allocated for the Pulverizing contract plus the Prime
and Surface contract is $484,000.00. Of this amount, $ 50,400.00 was estimated
for the Pulverizing portion.
The Treasurer has reviewed the funding requirements and concurs with the
recommendation. Queries with respect to department needs, specifications, etc.
should be referred to the Director of Public Works.
The tendered unit prices represent a fifteen percent (150) increase over the
1988 prices. This large increase is due to the fact that there has been no
increase in price since 1987.
See Schedule "A" attached for copy of specifications and list of roads
requiring Asphalt and Surface Treatment Pulverizing.

After review and analysis of the bids by both Purchasing and Public Works, it
was mutually agreed that Miller Paving, Unionville, Ontario, be recommended for
the contract for Asphalt and Surface Treatment Pulverizing. Miller Paving is an
established reputable company which have a proven record with the Town of
Newcastle.
