SUBJECT: TENDER T89-171 CONSTRUCTION OF STORM SEWERS, SOMERVILLE DRIVE
MAIN STREET, CHURCH STREET, VICTORIA STREET, ORONO
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. That this report be received; and
2. That Quadsons Construction Ltd. , Concord, Ontario, with a total
bid in the amount of $320,865.00 being the lowest responsible
bidder meeting all terms, conditions and specifications of
Tender T89-17, be awarded the contract for the Construction of
Storm Sewers, Somerville Drive, Main Street, Church Street, Victoria
Street, Orono, Ontario, as required by the Department of Public
Works; and
3. That the funds be drawn from the approved 1989 Public Works Capital
budget, Account #7205-88111-0261.
BACKGROUND AND COMMENT:
Tender specifications were provided by Totten Sims Hubicki Associates for the
Construction of Storm Sewers on Somerville Drive, Main Street, Church Street
and Victoria Street, Orono, Ontario, as required by the Department of Public
Works.

Tenders were advertised in the local papers, as well as the Daily Commercial
News. Subsequently, tenders were received and tabulated as per Schedule "A"
attached.
The low bid of $ 3201,865.001 is well within the budget allocation of $824,0100.00.
The engineer's estimate for the contract was $388,336.010.
Other associated costs are estimated at $1019,0001.0101 Engineering Services,
$20,000.0101 Contingencies, $2201,350.010 hot mix paving, sidewalks, curb and
gutters, and $153,785.0101 reconstruction of road, which brings the total
required funds to the budget figure of $824,000.00.
Although the low bidder has not previously performed for the Town of Newcastle,
they have performed a number of contracts for the Cobourg Office of Totten Sims
Hubicki Associates.
The Treasurer has reviewed the funding requirements and concurs with the
recommendation. Queries with respect to department needs, specifications, etc.
should be referred to the Director of Public Works.
After further review and analysis of the bids by Public Works, Totten Sims
Hubicki Associates and Purchasing, it was mutually agreed that the low bidder,
Quadsons Construction Ltd. , Concord, Ontario, be recommended for the contract
for the Construction of Storm Sewers on Somerville Drive, Main Street, Church
Street, Victoria Street, Orono, Ontario. See attached letter from Totten Sims
Hubicki Associates, marked Schedule "B".

We have checked the low bidder's tender and wish .to advise that all our requirements
have been satisfactorily addressed. The agreement to bond has been duly completed
and the certified deposit cheque in the amount of $19,000.00 accompanied the
tender.
Copies of correspondence providing details with respect to the Quadsons Construction
Ltd. , is provided herewith, described as follows:
Correspondence dated May 4, 1989 from Scotiabank providing status
of financial capabilities.
Correspondence dated May 4, 1989 from Quadsons outlining the Company's
Corporate status.

Correspondence dated May 4, 1989 from Quadsons listing his equipment,
professional references and supervisory personnel.
The statements provided in the enclosures have been checked and to the best
of our knowledge are correct as stated. The principal of Quadsons, Mr. Donato
Quadrini through his association with his former Company, Dalv Construction
Ltd. , has been known to the undersigned for more then ten years. The former
Company has completed approximately 15 projects for our Company during a period
of approximately ten years. All work has been completed with satisfaction.
Mr. Quadrini is well respected in the Construction Industry. You may also
wish to enquire with your Mr. Don Patterson concerning Mr. Quadrini's integrity
and capability. I understand Mr. Patterson (in his former employment) knew
Mr. Quadrini.
Based on our knowledge and former association with Mr. Quadrini and the favorable
reports now received on his new Company, we respectfully recommend to the Council
of the Town of Newcastle that the tender award be made to Quadsons Construction Ltd.
The contract stipulates that all work must be completed not later then July 28,
1989. The Municipal Public Works Department wish to commence- the road construction
on August 8, 1989.
We are advised the low bidder is prepared to commence work on site the week
of May 29, in consideration of the Town approving the tender award. I recommend
all certified deposit cheques now be released with the exception of the low and
second low bidders.
Please contact the undersigned at your convenience should you require additional
details concerning this matter.

Construction ttd. I had held that position for the -past eleven
years, but recently sold all of my interests in Dalv Construction Ltd-

I have been involved personally in the road construction
industry since 1968 in different levels of- management. When I left
Dalv Construction in: February, several kev Dersonnel •left with me,
the entire office staff; including the controller, office manager,
accounts payable department, personnel administrator, accounts •
receivable clerk and the chief estimator_ Along with the office
staff,• five concrete foremen and their crews, the general road super-
intendent, cheif mechanic and his assistant, and several heavy
equipment •op(�rators also left with me and are now employed by Quadsons
Construction Ltd.
Y am sure that you will appreciate, that although Quadsons
Construction is a newly incorporated firm, all of it's staff have
many years of experience in the road construction - field.
