By-Law # MEETING: GENERAL PURPOSE AND ADMINISTRATION COMMITTEE DATE: May 1, 1989 REPORT #: TR-37-89 FILE #: SUB,JECT: TENDER T89-8, TWO (2) ONLY FRONT MOUNT RIDING MOWERS RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. That this report be received; and 2. That R.M.C. Equipment Ltd., Markham, Ontario, with a total bid of $16,432.20 for Part I and $11,804.40 for Part II, being the lowest responsible bidder meeting all terms, conditions and specifications of Tender T89-8, be awarded the contract to supply and deliver one (1) only Front Mount Riding Mower with a 82" Floating Cutting Unit (Part I) and one (1) only Front Mount Riding Mower with a 52" Cutting Unit with Rear Discharge (Part II) , to the Town of Newcastle as required by the Department of Community Services; and 3. That the funds required for Part I be drawn from the approved 1989 Community Services Capital budget, Account #7603-00001-0505; and 4. That the funds required for Part II be drawn from the approved 1989 Community Services Capital budget, Account #7402-00000-0505. BACKGROUND AND COMMENT: Tenders were publicly advertised and invited for the supply and delivery of one (1) only Front Mount Riding Mower with a minimum 88" Floating Cutting 7n Page - 2 - TR-37-89 TENDER T89-8, TWO (2) ONLY FRONT MOUNT RIDING MOWERS Unit (Part I) and one (1) only Front Mount Riding Mower with a minimum 52" Cutting Unit with Rear Discharge (Part II) , as required by the Department of Community Services. Tenders were received and tabulated as per Schedule "A" attached. The required funds will be drawn from the approved 1989 Community Services Capital budget, Account #7603-00001-0505 and #7402-00000-0505 and are well within the $38,000.00 ($19,000.00 for Part I and $19,000.00 for Part II) , budgeted for this equipment. Upon review of the bids, it was revealed that the first and second low bid for Part I do not meet the tender specifications in that both companies are proposing a 72" floating cutting unit, where as a minimum 88" was requested. The Treasurer has reviewed the funding requirements and concurs with the recommendation. Queries with respect to department needs, specifications, etc. should be referred to the Director of Community Services. After further review and analysis of the bids by Purchasing and Community Services, it was mutually agreed that the bid for both Part I and Part II from R.M.C. Equipment Ltd., Markham, Ontario, be recommended for the Tender award. The subject firm have previously provided satisfactory service for the Town of Newcastle.
