By-Law # MEETING: GENERAL PURPOSE AND ADMINISTRATION COMMITTEE DATE: April 17, 1989 REPORT #: TR-36-89 FILE #: SUB,JECT: TENDER T89-9, EMULSIFIED ASPHALT PATCHING MATERIAL (COLD MIX) RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. That this report be received; and 2. That Standard Aggregates, Markham, Ontario, with a total bid in the amount of $ 88,9601.00, being the lowest responsible bidder meeting all terms, conditions and specifications of Tender T89-9, be awarded the contract to supply Emulsified Asphalt Patching Material on an "as required" basis to the Town of Newcastle; and 3. That the funds expended be provided from the approved 1989 Public Works Road Maintenance budget. BACKGROUND AND COMMENT: Tenders were publicly advertised and invited for the supply and delivery of approximately 2,0001 tonnes of Emulsified Asphalt Patching Material as required by the Department of Public Works. 707 Pare - 2 - '1R-36-89 TENDER T89-9, EMULSIFIED ASPHALT PATCHING MATERIAL (COLD MIX) Tenders were received and tabulated as follows: Bidder Total Bid Amount (delivered) Standard Aggregates $ 88,9601.0101 Markham, Ontario Bennett Paving and Materials Limited $ 89,960.0101 Oshawa, Ontario Harnden and King Construction $ 92,300.00 Cobourg, Ontario Miller Paving Limited $ 96,6001.0101 Unionville, Ontario After review and analysis of the tenders by Public Works and Purchasing, it was agreed that Standard Aggregates, be recommended for the contract award to supply and deliver Emulsified Asphalt Patching Material to the Town of Newcastle as required by the Department of Public Works. The required funds will be provided from the approved 1989 Public Works Roads Maintenance budget, from which there are adequate funds available. The Treasurer has reviewed the funding requirements and concurs with the recommendation. Queries with respect to department needs, specifications, etc. should be referred to the Director of Public Works. The 1989 prices for cold mix delivered reflects approximately a three percent (3a) decrease over the previous year. This decrease in price is a direct result of the earlier tender issue. Although Standard Aggregates have not previously performed for the Town of Newcastle, they have performed satisfactorily for the Regional Municipality of Durham, the Town of Pickering and the Town of Ajax.
