By-Law # hEETING: GENERAL PURPOSE AND ADMINISTRATION COMMITTEE DATE: March 201, 1989 REPORT #: TR-32-89 FILE #: SUB,JECT: TENDER T89-4, RECONSTRUCTION OF NASH ROAD, WINDSOR VALLEY PLACE TO TRULL'S ROAD RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. That this report be received; and 2. That Kamlu Construction Limited, Sharon, Ontario, with a total bid in the amount of $ 617,0156.101, being the lowest responsible bidder meeting all terms, conditions and specifications of Tender T89-4, be awarded the contract for Reconstruction of Nash Road from Windsor Valley Place to Trull's Road, as required by the Department of Public Works; and 3. That the funds be drawn from the approved 1989 Public Works Capital Budget, Account #7205-88007-0000. BACKGROUND AND COMMENT: Subsequent to Council Resolution #GPA-137-89, authorizing an early tender call, tender specifications were provided by Totten Sims Hubicki Associates for the Reconstruction of Nash Road from Windsor Valley Place to Trull's Road, as required by the Department of Public Works. 721 Page - 2 - TR-32-89 TENDER T89-4, RECONSTRUCTION OF NASH ROAD, WINDSOR VALLEY PLACE TO TRULL'S ROAD Tenders were advertised in the local papers, as well as the Daily Commercial News. Tenders were received and tabulated as per Schedule "A" attached. The low bid of $ 617,0156.101 is well within the budget allocation of $700,000.00. Other associated costs are the consulting services estimated at $ 701,00101 plus $ 5,000.00 for utilities, which brings the total required funds to $692,056.10. The engineer's estimate for the contract was $652,2301.001. Although the low bidder has not previously performed for the Town of Newcastle, they have performed a number of contracts for the Cobourg Office of Totten Sims Hubicki Associates. The Treasurer has reviewed the funding requirements and concurs with the recommendation. Queries with respect to department needs, specifications, etc. should be referred to the Director of Public Works. After further review and analysis of the bids by Public Works, Totten Sims Hubicki Associates and Purchasing, it was mutually agreed that the low bidder, Kamlu Construction Limited, Sharon, Ontario, be recommended for the contract for the Reconstruction of Nash Road from Windsor Valley Place to Trull's Road. Your letter indicates that documentation with the bids was in order. The cheques of the two lowest bids shall be retained until a contract has been executed. Kamlu Construction, the low bidder, has performed a number of contracts with our firm, the most recent being John Street Reconstruction, Port Hope. The work was performed in a satisfactory manner. We have therefore no reason to disqualify the low bidder. Should Council concur with our recommendations, kindly forward a copy of the appropriate resolution to the Ministry of Transportation Ontario with a copy to ourselves.
