That this report be received; and 2. That Holmes and Brackel Limited, Pickering, Ontario, with a total bid price of $32,192.64, being the most responsible bidder meeting all terms, conditions and specifications of Tender T89-3, be awarded the contract to supply four hundred (400) Stacking Chairs as required by the Town of Newcastle; and 3. That the required funds be drawn from the Community Services Lot Levies Account #1110-00156-0000. BACKGROUND AND COMMENT: A tender was publicly advertised and invited for the supply and delivery of four hundred (400) Stacking Chairs as required by the Department of Community Services for use at the Bowmanville Recreation Complex. 713 Page - 2 - TR-25-89 TENDER T89-3, STACKING CHAIRS Subsequently, tenders were received and tabulated as follows: Bidder Total Bid Amount Warranty Dayco Distributing $ 8,635.68 one (1) year Oshawa, Ontario Dickson Printing and $ 13,456.801 one (1) year Office Supplies Ajax, Ontario Freeman Contract Furnishings $ 301,672.00 two (2) years ** Scarborough, Ontario Holmes and Brackel Limited $ 32,192.64 ten (101) years Pickering, Ontario (from defects in design of material and workmanship ** corrected tender due to extension error given normal use and care) NOTE: Provincial Sales Tax is included in all of the above prices. As part of the review process, a sample chair was requested from each of the bidders. Upon examining the chairs, it is staff's opinion that the quality and construction of the chair offered by Holmes and Brackel Limited (Steelcase) is superior to the chairs being offered by the other bidders. In addition, the warranty of the Steelcase chair is ten (101) years versus a one (1) or two (2) year on the other manufacturers. Staff is of the opinion that due to the extensive required use of these chairs and the constant stacking and unstacking both the construction and the warranty are important factors to be considered. As part of the General Terms and Conditions of the Tender Specifications, bidders were advised that price, quality, appearance, durability and manufacturer's warranty would be considerations in making a tender award. For the information of Council, a brochure which describes the Steelcase chair is attached marked Schedule "A". 714 Page - 3 - TR-25-89 TENDER T89-3, STACKING CHAIRS The required funds are to be drawn from the Community Service Lot Levies Account #11101-010156-0100101, as per Council Resolution #GPA-8011-88. The Acting Treasurer has reviewed the funding requirements and concurs with the recommendation. Queries with respect to department needs, specifications, etc. should be referred to the Director of Community Services. After further review and analysis of the bids by both Purchasing and Community Services, it was agreed that Holmes and Brackel Limited, Pickering, Ontario, be recommended for the contract award of Tender T89-3, to supply the Town of Newcastle with four hundred (40101) Stacking Chairs for use at the Bowmanville Recreation Complex.
