SUB.ECT: CO-OPERATIVE TENDER WD 1-89, GASOLINE AND DIESEL FUEL
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. That this report be received; and
2. That Comtrade Petroleum Inc., Brooklin, Ontario, with a total bid
price of $18,162.94 (Section A) Regular Gasoline, being the lowest
responsible bidder meeting all terms, conditions and specifications
of the Region of Durham Co-Operative Tender WD 1-89, be awarded the
supply contract for Section A, as required by the Town of Newcastle;
and
3. That Esso Petroleum Canada Ltd. , Don Mills, Ontario, with a total
bid price of $18,964.31 (Section B) Unleaded Fuel and $93,413.20
(Section C) Diesel Fuel, being the lowest responsible bidder meeting
all terms, conditions and specifications of the Region of Durham
Co-Operative Tender WD 1-89 be awarded the supply contract for
Sections B and C, as required by the Town of Newcastle; and

4. That the required funds be drawn from the 1989 Current Operating
Fleet Budgets.

BACKGROUND AND COMMENT:
A Co-Operative Tender was publicly advertised and called for by the Regional
Municipality of Durham, which included the requirements of the Town of
Newcastle, for the supply and delivery of bulk Unleaded Gasoline, Regular
Gasoline and Diesel Fuel, as required by the Department of Public Works
Depots, ie. Orono, Hampton and Bowmanville.

The tenders were received and tabulated as per Schedule "A" attached.
After review and analysis of the bids by both Purchasing and Public Works
staff, it was agreed that Comtrade Petroleum Inc., be recommended for the
contract to supply Regular Gasoline (Section A) , and that Esso Petroleum Canada
Ltd., be recommended for the contract to supply Unleaded Gasoline (Section B)
and Diesel Fuel (Section C) to the Town of Newcastle, as required by the
Department of Public Works. In accordance with the terms and conditions of
the specifications of the Tender, Sections A, B and C may be awarded
independantly of one another. Both firms have previously provided satisfactory
service to the Regional Municipality of Durham.
The required funds will be drawn from the Public Works approved 1989 Current
Operating Fleet Budgets.
The Acting Treasurer has reviewed the funding requirements and concurs with the
recommendation. Queries with respect to department needs, specifications, etc.
should be referred to the Director of Public Works.
With the exception of Regular Gasoline, which is a seven percent (7%) increase,
the unit prices tendered represent an average eight percent (8%) decrease
over those tendered in November, 1987. For the information of Council, this
is the first time the Town of Newcastle has participated in the Region of
Durham's Co-Operative Tender for Gasolilne and Diesel Fuel, which accounts
for the decrease in price.
