LAND PURCHASE
FOR A NEW FIRE STATION, BOWMANVILLE
RECOMMENDATIONS:
It is respectfully recommended to the Hydro Liaison Committee:
1. That Report TR-10-89 be received; and
2. That the Hydro Liaison Committee approve an expenditure of
$115,000 for the purchase of land including studies and tests,
to allow construction of a fire station; and
3. That the funds referred to in Recommendation #2 be drawn from the
Community Impact Agreement Station "B" Account of the Agreement
between Ontario Hydro and the Corporation of the Town of Newcastle
dated March 1977.
BACKGROUND AND COMMENT:
In order to provide and maintain an acceptable level of fire protection
services to the residents of the Town of Newcastle, a new fire station
must be constructed. Accordingly, the Council of the Town approved an
expenditure of $100,000 for the purchase of land for a new fire station
(Station #1 in Bowmanville) subject to funding from the Ontario Hydro
impact accounts.

In determining the optimal location of the site to create a new fire
station, consideration must be given to the Darlington Generating Station
since the nature of the operation constitutes an additional burden to the
community.
In 1984 a survey was conducted for the Town and Ontario Hydro by Total
Fire Alarm Verification Inc. The purpose of the study was to determine
the adequacy of the existing stations and water supply in meeting the
obvious demands of Fire protection for Darlington Generating Station.
This study recommended the construction of a new fire station in the
vicinity of Waverly Road/401. The basis for this recommendation was
primarily to reduce response times to Darlington Generating Station site
so that they would meet the Fire Underwriters Survey guidelines. The
acceptable results are based on a fire Station that is manned by Full
Time Firefighters. The desirability of reducing the response times to
this unique and potentially hazardous facility is obvious.
The Fire Underwriters Survey, conducted in May, 1986, supports the above
recommendations in their suggestion to construct a new fire station
because the present fire station is inadequate to meet the needs of the
Fire Department.
In addition, a Municipal Fire Protection Survey by the Fire Marshal of
Ontario was conducted in 1975. His recommendations at that time were to
replace the building of Fire Station #1, and consideration be given to an
alternate site along Hwy. #2.
Since the Darlington Generating Station is situated within the Town of
Newcastle, the Town is legally obliged to provide some level of fire
protection service to the facility. Darlington Generating Station poses
an additional burden to the community, and as such places demands on the
Newcastle Fire Department. It is therefore recommended that the

Community Impact Agreement Station "B" account fund the purchase of land,
engineering report and soil test, in order to allow construction of a new
fire station.
Staff of the Town has been negotiating with various individuals regarding
a potential site for the new fire station. It would appear that a very
suitable location can be made available for such purposes with the
funding request contained in this report.
