HomeMy WebLinkAboutTR-91-88 mO / "° TOWN OF NEWCASTLE REPORT File # ` � . % Res. # 7 -- - By-Law # MEETING: GENERAL PURPOSE AND ADMINISTRATION COMMITTEE DATE: November 21, 1988 REPORT #: TR-91-88 FILE #: SUB,JECT: TENDER T88-25, GRAVEL CRUSHING AND HAULING RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. That this report be received; and 2. That Robert E. Young Construction Ltd., Ennismore, Ontario, with a total bid in the amount of $180,800.00, being the lowest responsible bidder meeting all terms, conditions and specifications of Tender T88-25, be awarded the contract, forthwith, to provide Gravel Crushing and Hauling as required by the Town of Newcastle; and 3. That the funds expended be provided from the approved 1988 Public Works Road Maintenance Construction budget. BACKGROUND AND COMMENT: Tenders were publicly advertised in four (4) local papers and called for the Gravel Crushing and Hauling contract as required by the Department of Public Works. The work consists of gravel crushing, hauling and spreading on various Town roads. In addition, gravel will be stockpiled, used for resurfacing projects, shoulder maintenance and will be allocated for numerous requirements. Page - 2 - TR-91-88 TENDER T88-25, GRAVEL CRUSHING AND HAULING In addition, tenders were invited from eight (8) contractors based on a compiled list of bidders. Bids were received and tabulated as follows: Bidder Bid Amount Robert E. Young Construction Ltd. $180,800.00 Ennismore, Ontario In checking the previous years records, only two (2) bids were received in 1982, 1983 and 1984, from Robert E. Young Construction Ltd. and Harnden and King Construction Ltd. The low bidder, Robert E. Young Construction Ltd. was awarded the contract for each of these years. In 1985 and 1986, only one (1) bid was received, from Robert E. Young Construction Ltd. In 1987, two (2) bids were received, from Robert E. Young Construction Ltd. and H.J. McFarland Construction Company. The low bidder, Robert E. Young Construction Ltd. was awarded the 1987 contract. The reason for the lack of response is a result of the past several construction seasons being extremely busy in that any of the contractors able to do gravel crushing are basically crushing for their own use. This type of situation does not allow them to move their crusher to the Town's gravel source. The total funds required for Tender T88-25, Gravel Crushing and Hauling are included in the Department of Public Works Gravel Patching and Resurfacing account, as well as various other construction accounts, from which there are adequate funds available. Due to the approaching winter season, a forthwith approval is requested. The Treasurer has reviewed the funding requirements and concurs with the recommendation. Queries with respect to department needs, specifications, etc. should be referred to the Director of Public Works. (C Page - 3 - TR-91-88 TENDER T88-25, GRAVEL CRUSHING AND HAULING The total bid price represents an approximate 9% decrease over the previous year. However, the total quantity required is approximately 290 less than 1987. The unit prices bid represent an average of 6% to 8% increase over the previous year. After review and analysis of the tenders by Public Works and Purchasing staff, it was agreed that Robert E. Young Construction Ltd., be awarded the contract to provide Gravel Crushing and Hauling as required by the Town of Newcastle Public Works Department.
